REQUEST FOR EXPRESSIONS OF INTEREST (EOI)

Government of Nepal has received a grant from the International Fund for Agriculture Development (IFAD) towards the cost of Adaptation for Smallholders in Hilly Areas (ASHA). Part of the proceeds of the grant is intended to finance eligible payments under the contract for which this Invitation for Expression of Interest (EOI) is issued.

Adaptation for Smallholders in Hilly Areas (ASHA) Project is an undertaking of Ministry of Forests and Soil Conservation (MoFSC) with the financial support of International Fund for Agricultural Development (IFAD) (ASAP Grant No.: 2000000755 & IFAD Grant No.: 2000000756) and Government of Nepal. This is a six-year project (effective from 26 February 2015) implementing in six districts: Kalikot, Dailekh, Salyan, Jajarkot, Rukum and Rolpa in the first phase and subject of extension in additional districts in the second phase.

The Project Coordination Unit (PCU) of ASHA is planning to engage a service of firm/company/organization (firm)to “Development of Web-Enabled Management Information System” in accordance with the Quality and Cost Based Selection (QCBS) method.

The overall objectives of this service is to design, develop and implement a comprehensive web-enabled and GIS-integrated “Management Information System” product for ASHA. The objective of this assignment is to help to track and manage project activities in a manner that provides the right information to the right set of people at the right time to enable adaptive project management and decision support.

PCU invites eligible firms to indicate their interest in providing the services. Expression of interest (EOI) will be assessed based on Management and Technical Competence.

The details of the assignment are available from ASHA PCU and interested firms are encouraged to submit their EOI to ASHA PCU. The interested firms must provide description of completed similar assignments, work experience in the specified areas, availability of appropriate skills among staff, etc. to show their technical and managerial competence to perform the services. In particular, the information must include, among other, the following (Sample Format of EOI Submission is available in the ASHA PCU):

  1. General experience of the firms (minimum 5 years of overall experience)
  2. Relevant experience of the firms in the expressed interest area (minimum 3 web based MIS/DSS project development during last 10-year period)
  3. Qualification and experience of the professional staff and resource person availability One firm may submit only one EOI either as a partner of the joint venture or as an individual.

The firm must submit copies of firm’s registration, Business Registration, VAT registration certificate, Tax Clearance Certificate/Tax return submission evidence for the F/Y 2072/73 & Work Certificate. And final audited financial report of last three year up to FY 2072/73 with average annual turnover of NRs. 2,000,000.00 (twenty lakhs); and a written statement of declaration that the firm is not ineligible to participate in procurement proceedings & has no conflict of interest & has not been punished for a business along with the EOI.

In case of applying in Joint Venture, each of the JV partners duly signed in the JV agreement paper shall be submitted along with EOI.

Last date for submission of EOI to ASHA PCU directly (at the below given address) is by 5:00 PM, May 09. Late submissions will not be accepted.

PCU reserves the right to reject any or all of the EOls at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s). PCU will not be responsible for any cost of expenses incurred by the firms in connection with the preparation or delivery of their EOI.

In case, if the last date for submission is declared as a holiday by Government of Nepal after issue of this Eol Notice, then first next working day thereafter will be the last date for submission.

In case of information needed, the firms may ask or request to ASHA procurement Section or Account Section with physical presence.
