Request for Proposal

for the Consulting Services First Published Date: May 31,2018 “Consulting Service for Detailed Engineering Design and Construction Supervision of Teaching Hospital and Other Infrastructure Project at Ghorahi, Dang, Nepal” RAILS has requested grants to the Ministry of Health and Population, Nepal toward the cost of Consulting Service for Detailed Engineering Design and Construction Supervision of Teaching Hospital and Other Infrastructure Project at Ghorahi, Dang, Nepal and intends to apply a portion of this fund to eligible payments under this Contract for which this Request for Proposals is issued.

RAHS invites KI P to provide the above mentioned works. RFP documents could be obtained from RAHS on or before 29th day of the first publication of the notice within Office hours upon the payment ofnonrefundable fee of NPR 10,000′-. The method of payment will be in the form of cash deposit certificate in Account No. 01600600605606000001 of NMB Bank limited, Kumaripati, Lalitpur Branch of the Rapti Academy of Health Sciences (RAIIS). More details on the Services are provided in the Terms of Reference (TOR).

This Request for Proposals (RFP) has been addressed to the following shortlisted Consultants:

4. A firm will be selected under Quality and Cost-Based Selection (QCBS) and procedures described in this RFP.
5. R Al IS intends to obtain Proposals (Technical Proposal and Financial Proposal in separate sealed envelope, within one outer sealed envelope. Two envelope System) for providing consultancy service for Detail Design and Supervision of the project.
6. The RFP documents must be submitted to the RAI IS on or before 12:00 hrs of 30th day of the first publication of the notice. In case of submission happens to be a holiday the next working day will be the last day of submission.
7. All Technical proposals will be opened at RAHS at 14:00 hrs of submission date in the presence of the consultants or their representatives.
8. The Consultant signs each and every page of their proposals indicated places of the Technical and Financial Proposal.
9. I he consultants enclose duly completed Technical Proposal and Financial Proposal in two separate envelopes. It must be indicated in the envelope as “Request for Technical and Financial Proposal for “Consulting .Service for Detailed Engineering Design and Construction Supervision of Teaching Hospital and Other Infrastructure Project at Ghorahi, Dang. Nepal.”
10. The client reserves the right to accept or reject any proposal thereof without giving any reason whatsoever.
11. Proposals which are incomplete or submitted after the due date will not be considered.
12. Own terms and conditions of the Consultant other than the terms and conditions mentioned in the RFP shall not be accepted by the RAHS.
13. The Consultant submit RAI IS site visit certificate duly issued by the Registrar office of RAHS with technical proposal (RFP).
14. Any other necessary related information will be provided by the RAIIS during office hours.
15. Other matters not covered by the clauses mentioned above will be as per Public Procurement Act, 2063 and Public Procurement Regulation 2064 of the Government of Nepal.
