VACANCY ANNOUNCEMENT
The Embassy of Denmark, the Embassy of Switzerland/Swiss Agency for Development and Cooperation, and the UK’s Department for International Development (DFID) in Nepal support a joint donor facility to manage coherent, harmonized, and coordinated financial and technical assistance on accountable, responsive, and inclusive governance. The three missions support this Governance Facility (GF) in line with the Aid Effectiveness Agenda. The programme runs for the period 2014-2018. A second phase is under consideration.

The GF invites applications for the following positions from interested and eligible Nepali candidates who will deliver results with the highest level of integrity. The positions require fluency in English and Nepali in speaking, reading, and writing. Knowledge of any other major national language is an advantage.

Policy, Strategy & Research Manager
The Policy, Strategy & Research Manager (PSRM) is directly responsible and accountable for the Unit that will (i) take a lead in evidence based research and policy analysis; (ii) provide strategic inputs on diversity and inclusion – both on programming and on policy; and (iii) establish and use monitoring and evaluation systems of the GF-Secretariat and its partners to ensure smooth programme operation. S/he will be responsible and accountable for constructive management of the Unit. An advanced university degree (Master’s degree or equivalent) in business administration, international development, social science, economics or a related discipline. 12 years of relevant experience, of which at least 6 years as a manager.

Programme Implementation & Advocacy Manager (PIAM)
The Programme Implementation & Advocacy Manager (PIAM) is directly responsible and accountable for the Unit that will (i) take the lead in facilitating and implementing the GF program on the ground, in particular the existing partnerships; and (ii) take the lead in identifying and building networks for advocacy, media and communications. S/he will be responsible and accountable for constructive management of this Unit. An advanced university degree (Master’s degree or equivalent) in business administration, international development, social science, economics ora related discipline. 12 years of relevant experience, of which at least 6 years as a manager.

Senior Finance / Compliance Officer

The Senior Finance / Compliance Officer (SFCO) is responsible for supporting the Grants and Finance Unit in providing oversight for financial operations and for having all necessary procedures and internal controls in place for ensuring compliance of GF operations with regulatory and legal requirements. The other significant purpose of the job is to conduct finance capacity building of partners (including consortium members) to ensure full compliance with GF requirements. An advanced university degree (Master’s degree or equivalent) in business administration, accounting or economics or a related discipline. Professionally qualified accountants like Certified Public Accountant (CPA) or ACCA or CIMA or CA will be given preference. 6-10 years of relevant experience in grant and financial management; experience of partnerships management of multi-donor programmes would be desirable.

Senior Monitoring & Evaluation Officer
The Senior Monitoring & Evaluation Officer (SM&EO) will be responsible for all data collection, analysis and shared learning activities to help ensure accountability and efficiency from start to finish for all programmes and projects, both current and future. The SM&E Officer will work closely with programme teams to support capacity building initiatives of partners and facilitate the collection of quality data from the field. Masters’degree in social science, development studies or any other relevant discipline. 6-10 years of relevant and hands on experience in monitoring and evaluation in non-profit organisations. Experience in an international organisation or donor organisation is a plus.

Senior Inclusion Officer (SIO)
The Senior Inclusion Officer (SIO) is responsible for (i)supporting programming and partnership development in areas related to Gender and Social Inclusion (GESI) by assessing strategies, results, and lessons learned on an ongoing basis, (ii) maintaining a watching brief on the external environment in relation to GESI issues; and (iii) collaborating with GF partners and other actors, contribute to the design, production, and targeted dissemination of knowledge products and related advocacy in relation to GESI issues.. Masters’ degree in social science, development studies or any other relevant discipline. Minimum 6-10 years of relevant and hands on experience in GESI in non-profit organisations. Experience in an international organisation or donor organisation is a plus.

Senior Research Officer
The Senior Research Officer (SRO) is responsible for (i) targeted research, (ii) situation analysis and (iii) research capacity development. S/he is responsible for creation of evidence based research products on accountable, responsive and inclusive governance (ARIG). Master’s degree in social sciences, humanities or any other related discipline. 6-10 years of relevant and demonstrated experience in conducting relevant research.

Level and Location:

All the positions are national positions based in Kathmandu with extensive travel to the field. The officer positions can be at two different levels, depending on the years of experience.
