Vacancy Announcement
HERD International, an agency working in the areas of health systems and service delivery, research, evaluations, human resource mobilisation and infrastructure; is seeking qualified and dynamic Nepali professionals to fill in the positions below to support the health sector in Nepal, These positions will work closely with various government agencies, international and national organizations and high caliber team of HERD International to achieve the desired deliverables,

 

Policy Development Adviser (Health Infrastructure)

 

Major Responsibilities:

Work with government agencies and various international ond notional partners for production and adoption of new policies, standards, codes and guidelines for health infrastructure delivery and management, incorporating new approaches to environmental ond disaster resilience; support fo develop ond implement specific events and activities to assist the government counterports in enhancing their skills and build knowledge base in this area.

Minimum Qualification and Experience:

Master’s degree in built environment {such as structural engineering, civil engineering, architecture, quality surveying), public health administration, economics, management studies or related discipline with ten years of experience at senior level including a minimum five years’ experience in policy development, heolth infrastructure planning and planning cycle management

 

Capacity Enhancement Adviser

 

Major Responsibilities:

Develop an evidence based framework for learning and coordinating all professional development and mentoring activities within the scope of the programme while ensuring effective approaches to adult learning; work closely with government agencies and international and national partners to enhance management’s ability to develop policy, improve the knowledge base and skills sets of staff responsible for infrastructure planning, development and maintenance; build capability of private sector contractors and professionals in relation to GoN requirements for retrofitting and environmental and disaster resilience.

Minimum Qualification and Experience:

Master’s degree instructural design or civil engineering, organizational development or similar discipline preferably with a focus on adult education, mentoring ond skills transfer with a minimum of five years’ experience in capacity building, ideally in the health and infrastructure sectors.

 

Procurement Adviser

 

Major Responsibilities:

Undertake high level coordination and engagement with senior government officials, international and notional partners in relation to standardisation of all aspects of the procurement cycle in the health sector; support the procurement reform agendo of the government authorities and develop on appropriate procurement model to enhance accountability ond transparency for the different tiers of the system.

Minimum Qualification and Experience:

Master’s degree in public administration, sociol science, economics, management or other similar discipline with minimum five years of experience in procurement services.

 

Quality Assurance and Regulation Adviser

 

Major Responsibilities:

Support government ogencies to strengthen the policy, legol ond regulatory frameworks; support improved quality assurance systems in both state and non-state sectors; provide evidence base for further strengthening of the existing structures to ensure quality health service provision; work with the government ond international and national partners to design and implement quality assurance mechanisms ot the point of service delivery and develop measures for periodic monitoring of the mechanisms.

Minimum Qualification and Experience:

Master’s degree in Public Health, Medicine or similar field with a minimum of five years of experience in supporting improvements in policy, systems and quality assurance. Experience of working in global heolth concerning quality improvement initiatives ond issues is desired,

 

Data Specialist

 

Major Responsibilities:

Work with government agencies and various international and national partners to strengthen monitoring and evaluation systems in the health sector to collect; analyse and use disaggregated data to inform planning and budgeting processes ond assess progress in reaching the forget groups; support the government ogency in identifying, embedding, and institutionalising tools, methodologies, ond technical capacity for dota demand and dota use; dato interpretation, do to visualization, ond data communications.

Minimum Qualification and Experience:

Moster’s degree in Stotistics, epidemiology, Public Health or similar field with a minimum five years of experience in dato analysis and interpretation of large scale heolth related data for programme and advocacy purpose.

 

Evidence Coordinator

 

Major Responsibilities:

Support government agenciesto synthesize evidence from innovative approaches and identify key evidence gaps to inform policy and planning; collate/interpret collected evidence to design ond inform innovative programmes for increasing uptake of health services among the underserved population. Support various reseorch, monitoring and evaluation functions within the programme.

Minimum Qualification and Experience:

Master’s degree in Public Health, stotistics, epidemiology, Social Sciences or similar discipline with o minimum five years of demonstrable experience in dota analysis and knowledge management preferably in the health sector.

 

Location: Kathmandu, Nepal

Contract Duration: Initially for one year with possibility of extension
