RTI International, the International Education Division, is currently accepting applications for a full-time Administrative Assistant (five positions) to support the Early Grade Reading Program (EGRP), a USAID-funded program to improve early grade reading in Nepal. The program works closely with and supports the Government of Nepal’s design and initial implementation of a national education model that standardizes early grade reading in public schools. These positions are based in Kathmandu (one) and four regional offices inPokhara, Nepalgunj, Dhangadhi and Itahari with expected travel to other target districts across Nepal.

The Administrative Assistant for Kathmandu will be mainly responsible for grant management. S/he should ensure that all the grant tasks are executed timely, cost effectively and in an efficient manner within compliance of RTI and USAID policies and procedures. Whereas, the Administrative Assistants for regional offices will have multiple roles and will assist Regional Manager and Accountant/ Administrative Specialist in managing general office, grantee’s finance and compliance and accounting activities to ensure smooth, efficient, and effective operations.

Primary Responsibilities:

• Maintain good financial reporting processes for all grants, and report any grants pipeline issues to management on a monthly basis.
• Review potential grantees budgets and costs for appropriateness, and analyze financial reports and procedures of potential grantees.
• Monitor grant budgets to ensure project expenditures versus milestones and reimbursements.
• Grantee’s expense verification and spot check activities
• Coordinate with technical staff and finance director to compile project financial reports and maintain trackers.
• Track all leveraging from partners, cash and in-kind. Certify in-kind leveraging in a timely manner and evaluate according to the grant objectives. Report leveraging expenditures to USAID on a quarterly basis.
• Support partners in grants elaboration.
• Ensure VAT reporting of grantees.
• Support to collect project monitoring and cost reporting data, ensure the data are collected in line with EGRP’s designated tools/ templates and requirements.
• Support Regional Manager to produce monthly summary reports based on the collected data and other monitoring reports as requested by himlher.

Required Qualifications and Skills:

• Bachelor’s degree in accounting/ finance, business administration, social sciences, or other related fields.
• The candidate must have 1-2 years of experience working with contracts and grant management in International Non-Government Organization.
• Strong financial and administrative management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting.
• Experience in client relationship management, developing program budgets, financial management of large-scale programs, preferably donor-funded.
• Understanding of USAID contract policies and regulations is an added advantage.
• High degree of proficiency in office procedures, typing and use of computers including Microsoft Word and Excel programs.
• Strong written and oral language skills in English and Nepali.
