Overview

The position is assigned in the Nepal Resident Mission (NRM) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. NRM is supporting the Government of Nepal’s development objective of accelerated, sustainable and inclusive economic growth.

Job Purpose

The Associate Financial Control Analyst will be responsible to provide support through the performance of a variety of specialized duties relating to the loan / grant / technical assistant (TA) disbursement function of NRM. The staff will report to the designated CTL International Staff (IS) on substantive technical, policy-related and operational aspects and to designated IS/NS staff for administrative matters.

Responsibilities

• Processes withdrawal applications (WAs) for direct payment, reimbursement, and advance fund liquidation/replenishment of all ADB loans/ grants /TAs in Nepal through existing system and Client Portal for Disbursement (CPD), ensuring that the Controller’s Department’s Service Level Standards are met.
• Checks the claims under WAs and ensure validity and correctness in compliance with the conditions of loan agreement.
• Pre-screens WAs relating to co-financed loans, grants and WAs relating to Program Loans and Commitment procedure.
• Ensures internal control and fiduciary compliance with all ADB disbursement policies and procedures relating to processing of WAs and Statement of Expenditures (SOE) review.
• Coordinates with executing agencies (EAs) and implementing agencies (IAs) to address deficiencies in WAs, rejection of ineligible claims, timely submission of WAs by EAs, communication of processing status of claims, monitoring of Advance account turn over ratios.
• Processes claims relating to adjustments in account advances and SOE ceiling enhancements and other related matters.
• Assists in initial and continued training and guidance of EAs staff on ADB’s loan/ grant/ TA disbursement policies and procedures and related government regulations on impress account operations and other disbursement matters.
• Participates as a resource person in various loan disbursement seminars organized by NRM and the Controller’s Department. Provides disbursement related information to NRM, Headquarters (HQ) staff and the EAs/ IAs.
• Involves in user acceptance testing of disbursement related systems and support the CPD rollout
• Performs SOE verification for loan disbursements under SOE procedure for selected projects. Takes up with EAs/IAs the discrepancies and incompleteness of the WAs and get them corrected.
• Provide necessary assistance to EAs/IAs in following Bank’s disbursement guidelines.
• Forwards to the Ministry of Finance, EAs/IAs the disbursement related queries and documents from HQ and follow-up the actions. Attends to inquiries made by EAs/IAs regarding claims under WAs. Provides information related to disbursement operation to ADB staff, as required.

Qualifications

Relevant Experience and Requirements

• Bachelor’s degree in Business Administration, Accounting, Finance or related subject.
• At least 5 years relevant work experience in banking and financial Institutions, international and/or multilateral organizations.
• Proven ability to do background economic and/or financial research and analysis on difficult but well-defined tasks; collect and organize required data and information, apply appropriate computer skill in analyzing and developing the data and prepare notes, analytical papers and sections of report.
• Good analytical thinking with ability to make simple causal link, pro- and con- lists and analyses to reach decision and set priorities for task in order of importance.
• Ability to establish and maintain productive contacts with appropriate official of host government, private sector, donor agencies and executing agencies.
• Good interpersonal and communication skills and ability to work with individuals from different cultural/national backgrounds.
• Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software and database management.
• Familiarity with local languages and institutions.
• Good writing and speaking skills in English are essential.

General Considerations

The selected candidate is appointed for an initial term of 3 years.
