Construction Specialist-1 Position
Purpose: The position holder will be responsible for supporting in planning and implementation of the construction projects in the working districts. S/he will provide support in the aspects of technical, administrative and management for construction projects to Plan’s Project/Field Offices being implemented through partners and community organizations in the districts. She/he will ensure construction plans meet compliances, guidelines, timeliness, and specifications of building codes and other regulations, and that project interventions/activities implemented are at the quality standards with the best value for money and meet the nationally and globally recognized standards as well as Plan’s own. S/he will be accountable for the quality implementation of the above in alignment with Plan’s global strategies/standards and CCCD principles.
Terms and Location: Fixed term employment for 2 years based in Country Office, Lalitpur.
Required Qualifications and Experiences:
• Bachelor’s degree in Civil Engineering or Architect engineering or Construction management,
• At least 5 year’s practical experience in surveying, designing, structural analysis, supervising, working on construction sites and managing building construction projects.
• Advanced knowledge of all general construction methods including but not limited to concrete, ironwork, masonry, etc. is preferred.
• Proven experience of managing team, budgets and other management domains.
• Proven knowledge on design estimates, BOQ/Tender document preparation,
• Member of Nepal Engineering Council.
• Comprehensive understanding of the socio/political economic and cultural issues of Nepal.
• In-depth understanding of the international human rights framework for development, key development issues, approaches and tools.
• Knowledgeable about working in development and disaster management context and relevant humanitarian response required in one’s job area.
• Knowledge of basic management fundamentals.
• Knowledge of earthquake-resistant construction methods.
• Excellent knowledge of design and visualizations software such as AutoCAD, Civil 3D or similar project management software applications.
• Proven knowledge of design estimations, BOQ/tender document preparation.
• Good knowledge of SPHERE and other humanitarian standards and the Nepalese Building Codes and regulations and standard norms.
• INGO work experience preferred.
Key Responsibilities:• Support the development of proposals with construction component e.g. construction/rehabilitation of schools, classrooms, water and sanitation facilities, etc, by developing design and budget of structures (Bill of quantity -BOQ) proposed as per Plan and donors’ expectations and complying with all relevant standards, practices, and policies.
• Ensure building/structure design is disaster resistant (upon relevant vulnerabilities to hazards such as floods, landslides, etc.)
• Facilitate meetings as necessary, especially with marginalized groups and children, so that final design is inclusive (Gender and disability)
• Ensure all applicable standards including national building codes, quality of materials are met during design, specification and construction planning process.
• Carry out quality check of building materials and workmanship to ensure that they meet the requirement as per drawings and standard specification.
• Develop/refine quality assurance plan in consultation with project team, partner and SMCs and devise methods/metrics for quality inspections and checks.
• Ensure and review the most competitive price estimation of the construction works as per the design and structure in comparison with government and market rate ensuring value for money.
• Support the construction team with cost estimates and reviews project design and engineering bills of materials to ensure their completeness.
• Conduct feasibility studies, economic analyses of construction projects.
• Support construction staff from Project/Field offices and partners and review and approve engineering designs, calculations and cost estimates.
• Provide advice and resolve creatively any emerging problems/deficiencies related to designs and construction.
• Brief Plan’s partner staff on construction principles and practices.
• Ensure proper documentation and reporting of the construction process and progress (including all budgetary and financial matters pertaining to the work) to the agencies’
• technical team. This should also include proper documentation of the steps taken to ensure quality of construction material and work.
• Ensure successful completion of work, for example, certify final liquidation of advance/ Final payment.
• Ensure all the running bills and measurement book for liquidation of advances are thoroughly reviewed.
• Establish, maintain and update construction work schedules and monitor construction performance against established schedules.
• Undertake frequent field monitoring visits to ensure construction works are as per the approved design/specification following national/international standards and practices.
• Review, utilize, interpret, and check construction drawings, architectural plans, engineering drawings, and other specifications to ensure compliance, recognize errors, ambiguities, or omissions and provide corrective recommendations.
• Visit construction sites for inspecting construction techniques, procedures, standards, and materials at critical construction stages to ensure quality construction is performed in accordance with applicable plans and specifications.
• Setting out the works in accordance with the engineering drawings and specifications.
• Review and verify measurement and valuation before releasing payments
• Develop and apply construction scheduling techniques, monitoring project progress against target and work plan. Liaise closely with the Education and WASH teams throughout all phases of the project cycle and apply one-program approach wherever possible.
• Work alongside logistics in market assessment and quality check of different construction/ construction materials at local level when and if required.
