Job Description for Technical Officer (Kathmandu Based)

Summary of position

Responsible for Remote Monitoring program (Chaldo Rakhuan) in programme development, implementation and monitoring all service delivery related activities undertaken and the implemented under this programme.

Specific Job Responsibilities

  • To ensure compliance with NEWAH strategy, NEWAH’s approaches, shifts, policies and procedures and promote best practices through relevant coaching, training and providing structured feedback to the remote monitoring team.
  • To support for effective management of the contracts which NEWAH undertaken / will undertake with donors by ensuring delivery of the WASH programmes to the rural poor, by achieving the targeted outputs and deliverables as agreed under cooperation agreement in a given timeframe.
  • The Technical Officer is a part of the programme team and the role will require substantial travel to NEWAH’s project sites for supporting, technical backstopping, monitoring and of course mainstreaming them with NEWAH’s approaches, making them responsible and accountable towards WASH service delivery to the rural poor.

Duties and Responsibilities:

Tasks:

  • Lead the monitoring and maintenance plan under remote monitoring program
  • Support program manager in planning and managing the program
  •  Manage response from alert, hello monitoring and field visit
  •  Ensure all related staff are trained and follow protocols
  •  Provides technical and operational support to the remote monitoring team
  •  Review and consolidate reports from the field and submit to program manager  Monitor the performance of remote monitoring staffs in the field
  •  Support to program manager to analyze, evaluate and prepare report and feedback to maintenance staff for effective and efficient implementation of the program.
  • Technical support including drawings, design, estimate and Water Safety Plans. Technical design and supervision of the gravity water supply, ground water supply, rainwater harvesting.
  • Monitor implementation of Water Safety Plans and support post-construction phase O&M.
  •  Analyze the lessons learnt with the various technology choices in NEWAH (technically and working approach), and contribute to the various progress reports and studies as required.
  • Assist technical staff in preparing annual plan, design and implement the project. Support through providing and facilitating necessary trainings to ensure that project meet the standard and quality of work.
  • Initiate/Support in undertaking research works, pilot new innovative approaches and creative ideas on WASH issues.

PERSON SPECIFICATION

Essential:

Academic Qualification

  • Bachelor in civil engineering with Sector Knowledge.
  • Minimum 2 years of working experience in rural water supply, sanitation, water resources management or similar works.
  • Practical experience of social development in WASH sector, especially in the areas of VDC/district wide approach, monitoring and evaluation, coordination, networking, research, documentation and reporting  Experience in conducting research in WASH development issues;
  • Experience in donor funded project management and administration is an asset.

Other:

  •  Fluency in spoken and written Nepali and English language
  •  Should have very sound IT knowledge and good in MS office, Auto CAD
  • Good interpersonal skills
  •  Facilitation and good communication skills.
  •  Self-motivation, creativity and an ability to supervise the team of technical staff and their functions
  •  Ability to work in a team and to deal with local government staff and other development partners.
  •  Demonstrated ability to work with communities and in multi-cultural teams as well as willingness to work in difficult field conditions are essential
  • Work with the best interest of NEWAH and its beneficiaries in mind.  Promote importance of value for money as a part of organizational culture.
  • Any other duties as assigned by the supervisor Desirable:
  • Knowledge of water quality issues and mitigation;
  • Practical experience of social development in WASH sector, especially in the areas of social exclusion, gender, improved livelihoods etc.
  • Familiar in handling costing package software for technical designing and budget.

Conditions:

  •  The position is based NEWAH headquarter in Kathmandu with frequent travel to field in remote districts.
  •  Especially women and candidates from under privileged castes and ethnic groups are encouraged to apply.
  •  Six month probationary period extendable to one year contract with satisfactory performance and thereafter renewable on a yearly basis.

Basic Salary NRs. 33,000 per month

Dearness Allowance NRs. 15,950 + 2,750
