 Program Manager

The Asia Foundation Nepal is seeking a Program Manager with proven research and analytical skills, and a strong understanding of governance and political economy. The person will be responsible for developing and implementing high quality knowledge products on issues related local governance, and federalism, that would include policy briefs, sector specific diagnostic studies, surveys, and other analytical reports/studies. He/she will lead and oversee the component on Generating Evidence and Data on Subnational Governance implemented under The Asia Foundation-Australian Government Partnership on Subnational Governance in Nepal. The Program Manager will report to Program Director while working closely with all team members within the Foundation’s Kathmandu Office. This position is open to only Nepali nationals.

REQUIREMENTS

Experience

Minimum of five years of experience in the development sector, government, civil society or academic institutions. Strong research and analysis skills, strong program management skills; excellent verbal and written communications skills; willingness to work closely in team settings with other staff and partners; a proactive and independent work style; and demonstrated in-depth knowledge of Nepal’s political, economic, and social context. Experience in report writing, financial and grants management and budget control, and managing development projects.

Education

Master’s degree, or advanced degree in law, political science, economics, international development or a relevant field. Other Competence in computer use; ability to work under pressure; good communication skills in English and Nepali; good interpersonal skills; willingness to travel extensively in project areas outside of Kathmandu.

JOB FUNCTIONS

• Provide technical and operational support to design and roll out different knowledge products such as surveys, analytical studies, sector diagnostic, and policy briefs.
• Work closely with local institutional partners/consultants to finalize the research studies, policy briefs, and any other knowledge products s developed by the partner organizations/consultants.
• Proactively work with Program Director and program team to identify necessary technical assistance needed by the local and national government stakeholders and develop appropriate program design to deliver the assistance.
• Help in the preparation of outreach strategy and creation of public relations materials, and program briefs from the different knowledge products for wider advocacy and dissemination.
• Provide substantive inputs/ support to the program director and the program team to identifying key areas of research and other policy and data analysis/information needed for effective implementation of programs activities in the other components.
• Provide support in the implementation and management of program activities under the TAFDFAT Partnership on Subnational Governance in accordance with the Foundation’s standards.
• Prepare Letters of Agreement, Letters of Contracts, as required; and coordinate with the program and finance team to manage fund disbursements to grantees and contractors.
• Ensure technical quality and standards of partners’ deliverables including their outputs, narrative and financial reports.
• Provide support to the team members to review grantee reports, analyze and report on trends, challenges, and lessons learned in the programs.
• Working closely with Monitoring, Evaluation, and Learning (MEL) team to facilitate the monitoring and evaluation process with the local partners engaged in creation of knowledge products, and provide technical guidance and assistance to support partner organizations in delivering quality reports, and documenting the impact of program activities.
• Contribute to internal reporting process as well as efforts to enhance coherence and impact of all Partnership activities.
• Coordinate with the program team members to compile, maintain, and report on program statistics to prepare reports for donors and TAF Head Quarter.
• Regular field visits to program locations to help identify issues/challenges, and recommend solutions to the team.
• Provides support for activities in other program areas as assigned by the Program Director and the Country Representative.
