Invitation for Bids for the “Supply, Delivery, Installation, Customization, Testing and Commissioning of Aeronautical Information Service (AIS) Automation System at Tribhuvan International Airport (TIA) with all necessary system and components (facilities) ”

BID NOTICE NO: ICB-CAAN/AIM/AIS AUTOMATION/03-076/77

1. Civil Aviation Authority of Nepal. Aeronautical Information Management (AIM) Department. Babarmahal. Kathmandu, Nepal has allocated fund towards the cost of the Contract for Supply, Delivery, Installation, Customization, Testing and Commissioning of Aeronautical Information Service (AIS) Automation System at Tribhuvan International Airport (TIA) with all necessary system and components (facilities), and intends to apply party of fund to cover eligible payment under the IFB No: ICB-CAAN/AIM/AIS AUTOMATION/03- 076/77. Bidding is open to all eligible Bidders from all countries.

2. The Civil Aviation Authority of Nepal, Aeronautical Information Management (AIM) Department, Babarmahal, Kathmandu invites electronic bids from eligible bidders for the procurement of Supply, Delivery, Installation, Customization, Testing and Commissioning of Aeronautical Information Service (AIS) Automation System at Tribhuvan International Airport (TIA) with all necessary system and components (facilities) under International Competitive bidding procedures specified in Public Procurement Act and Regulations.

3. Eligible Bidders may obtain further information and inspect the bidding documents at the office of Civil Aviation Authority of Nepal. Aeronautical Information Management (AIM) Department, Babarmahal, and Kathmandu. 4. Bidding documents is available online and can be downloaded from e-GP system: www.bolpatra.gov.np/egp. Interested bidders shall register in the e-GP system and deposit the cost of bidding document Nrs. 20.000.00+VAT or equivalent USD in the following bank.

5. Pre-bid meeting shall be held at Aeronautical Information Management (AIM) Department, Babarmahal, Kathmandu at 1:00 PM, December 22nd . 2019

6. Interested Bidders shall submit the electronic Bids through www.bolpatra.gov.np/egp to the above office of Aeronautical Information Management (AIM) Department, Civil Aviation Authority of Nepal, Babarmahal, Kathmandu. Nepal on or before 12:00 Noon on 5th January. 2020

7. Bids shall be opened in presence of Bidders’ representatives who choose to attend on 2:00 PM. 5th January, 2020 at the office of Aeronautical Information Management (AIM) Department, Civil Aviation Authority of Nepal, Babarmahal, Kathmandu, Nepal. Absence of the applicant or their authorized representative, however, shall not obstruct or prevent the opening of the Bid in any way. Bids must be valid for a period of 120 days counting from the day of bid opening.

8. Bid must be accompanied by Bid Bond in the form of a bank guarantee of the A’ class Nepalese Bank (Foreign Bank Guarantee must be counter guaranteed by a ‘A’ class Nepalese Bank) or Bank Voucher of cash deposited at NIC Asia Bank. Thapathali, Kathmandu. Account No. 5444050568352401 of Civil Aviation Authority of Nepal, Babarmahal, Kathmandu, amounting to a minimum of NRs. 12 Million or equivalent USD, which shall be valid for minimum 30 days beyond the bid validity period.

9. If the last date of submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.

10. AIM Department reserves the right to accept or reject any or all applications, or cancel the entire proceedings without giving any reasons, whatsoever.
