CALL FOR EXPRESSION OF INTEREST (EOI)

To Conduct Project Baseline, Midline and Endline for STEM II

Mercy Corps is an international, non-governmental humanitarian relief and development agency that exists to alleviate suffering, poverty and oppression by helping to build secure, productive and just communities. Mercy Corps works amid disasters, conflicts, chronic poverty and instability to support people, communities and organizations that can bring about positive change.

Mercy Corps has been implementing Supporting the Education of Marginalized Girls in Kailali (STEM) program in Kailali district of Far western region since June 2013 funded by DFID under Girls Education Challenge and fund managed by PwC. The project aims to improve the life chances of marginalized girls in Kailali district by creating a supportive environment towards girls education. This is done through a series of activities including community awareness campaigns, formation of after school girls’ clubs, providing business and vocational training and access to finance to out of school girls, and building capacity of schools, teachers, parents and the communities. STEM II will work with the same 30 treatment and 13 control schools from STEM I. where evaluation will focus on an approach that enables the project to measure and see changes that can be rigorously attributed to the project intervention. For this, the project will use a quasi-experimental design whereby the change happening in the control group will provide the counterfactual scenario to the interventions in STEM II.

Mercy Corps Nepal invites applications from qualified evaporators to evaluate the project impact. Only firms/organizations with proven experience in rigorous evaluation studies in education are eligible to apply. Please visit to download terms of reference and tender documents.

Firms/Organizations interested in working as the External Evaluates for STEM II program shall submit tender in a sealed envelope with date, signature and stamp by August 23, 2017 not later than 4:30 p.m. at the Mercy Corps office at Sanepa Chowk. Lalitpur. Nepal. The envelope should be clearly marked with “Sealed Tender for STEM II External Evaluation.” The tender received after mentioned dale and time will not be considered. GEC Programme documentations: Grant Recipient Handbook. Evaluation Guidance, Log frame and Work plan guidance; and GEC Project documentation – Project Log frame, Project Full Application, Project MEL Framework shall be provided to the bidder upon email request at np-consultancy@morcycorps.org

Only shortlisted organizations will be contacted for further process. Canvassing at any stage of the process shall lead to automatic disqualification of the application. Mercy Corps reserves the right to accept or reject any or all proposals without assigning any reason.
