INVITATION FOR BIDS

District Government Attorney Office. Khalanga. Pyuthaninvites sealed bids from duly eligible and qualified registered bidders tor the following construction work under National Competitive Bidding Contract -Single Stage, Two Envelope Bidding procedures.Some of the qualification criteria mentioned below, through details are in the bidding document.

The site is located in Khalanga. Pyuthan. The Construction Period is Twenty fourMonths from the date of work order.

1. A complete set of Bidding Documents may be purchased from the office of District Government Attorney Office. Khalanga. Pyuthanby eligible Bidders on the submission of a written application, along with the copy of company firm registration certificate, and upon payment of a non-refundable fee specified above till the date mentioned above during office hours. If so requested, the Bidding Documents can also be sent by post/courier services upon payment of additional cost of NRs. 2000. However, the Employer will not be responsible for delay or non-delivery of the documents so sent.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from DlJDBC’s E-Procurement Web Portal www.edudbc.gov.np. Bidders, submitting their bid electronically, should deposit the cost(as specified above) of bidding document in the Project’s Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. 2. Sealed Bids (With two sealed envelope, one containing the technical hid labeled as “Technical Bid” and the other containing price hid only labeled as “Price Bid”, both in turn enclosed in a single scaled envelope according as provision of ITB 21) must be submitted to the address below at or before the date and time specified above.The “ Letter of Technical Bid” submitted with Technical Bid. and the “Letter of Price Bid” submitted with Price Bid in separately sealed envelopes must be signed by authorized signatory and Bid shall he considered non responsive for failure to comply with two envelope system. Late Bids will be rejected.
3. If the bidder, except in e-bidding, wish to modify or withdraw their bids the bidder should submit sealed application 24 hours prior to the last date and time of the bid submission. The bid bond will be forfeited if the bidder wish to modify or withdraw the bid after the aforementioned period.
4. Technical bids will be opened electronically and physically immediately in the presence of Bidders’ representatives, w ho choose to attend at 13:00 lirs on the last day of bid submission specified above at District Government Attorney Office. Khalanga. Pyuthan. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security valid for at least 30 days beyond the bid validity period. Bid security and Line of credit shall he included in technical hid envelope and failure shall lead to non-responsive hid.
5. Pre-Bid meeting shall be held on 2074-I-29B.S. at 13:00 hours at District Government Attorney Office, Khalanga, Pyuthan
6. Bids will be opened in the presence of the bidder’s representatives who choose to attend as mentioned aboveat District Government Attorney Office. Khalanga. Pyuthan.
7. If the last date of purchase, pre bid meeting, submission and opening falls on government holiday, it shall be extended to the next working day but the time will be the same as stipulated. Any corrections needed shall be published on notice board of District Government Attorney Office. Khalanga, Pyuthanand DUDBC’s Web portal edudbc.gov.np.
8. Information or data submitted by the bidder which is either incomplete or unclear or not substantiated by supporting documents, shall not be considered for evaluation.
9. Bidder are advised to visit the site and address the actual site condition before submitting their bid.
10. Upon notification from the employer, the bidders who choose to submit a bid electronically shall deliver his/her all necessary original documents comprising bids and supporting documents within date and time set in the employer’s request. Non submission of hard copy of original documents comprising bids and supporting documents within date and time set in the employers* request shall be treated as a non- responsive bid and such bid w ill be rejected.
11. The employer reserves the right to amend and correct at any time, in case of any discrepancies or error in bidding document, tender notice or any other document.
12. Under Two Envelop Bidding Procedure after the completion of evaluation of Technical bid. all the technically substantially responsive bidders will be invited to attend the opening of Price Bids. The time, date and place of opening of Price bid shall be notified in writing and/ or publishing notice.
13. District Government Attorney Office. Khalanga, Pvuthanreserves the right to accept or reject any bid and to annul the process and reject all bids at any time prior to contract award.
14. Other related rules and regulations are as per current Public Procurement Act and Regulations with latest amendment.
