Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may down load the bidding documents for e-submission from Web Site www.edudbc.gov.np. Bidders, submitting their bid electronically, should deposit the cost(as specified above) of bidding document in the Project’s Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. • Pre-Bid meeting will be held on 2074/03/23 B.S. at 1 Butwal, Rupandehi.
• If the bidder, except in e-bidding, wish to modify or withdraw their bids the bidder should submit scaled application 24 hours prior to the last date and time of the bid submission. The bid bond will be forfeited if the bidder wish to modify or withdraw the bid alter the aforementioned period.
• Sealed hard copy bids must be submitted to the Director. Public Service Commission Lumbini Zonal Office Butwal. Rupandehi by hand.Electronic bids submitted through DUDBC website edudbc.gov.np on or before 2074/04/03 at 12:00PM. All bids must be accompanied by a Bid Security Amount as stated above. Late bids will be rejected.
• The bid security may either be in the form of bid security issues by authorized ‘A’ class Commercial Bank or cash deposited in the account of PSC Lumbini Zonal Office Butwal at Agricultural Development bank . Butwal branch which is mentioned above.
• Bids will be opened physically and electronically immediately in the presence of Bidders representatives who choose to attend at 02 :00 PM on 2074/04/03 last day of bid submission at Public Service Commission Lumbini Zonal Office Butwal. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of c-bid,amounting to a minimum of as stated in above table, which shall be valid for 30 days beyond the validity period of the bid.
• If the last date of purchasing and/or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
• The Employer reserves the right to accept or reject any bid, and to annul the process and reject all bids at any time prior to contract award.
• Other related rules and regulations arc as per Public Procurement Act and Regulations with latest amendment.
