• Nepal received the SAOC Flag during the closing ceremony of the 12th SAG held in Guwahati. India in February 2016. The South Asia Olympic Council (SAOC) had decided to organize the 13th South Asian Games in Nepal from March 9-18 in 2019. Nepal will host the 13th South Asian Games (SAG) in 2019. Nepal, which had hosted the inaugural edition in 1984. also organized the 8th edition in 1999 and the 2019 SAG will be the third function for Nepal. For this gathering National Sports Council (NSC) has planned to construct Three Air Supported Structures covering all weather multi-sport facility in Pokhara, Kathmandu & Hetauda. It is expected that this construction works shall be completed within 180 days from the date of agreement.
• The Government of Nepal |GoN) has allocated funds towards the cost of Air Supported Structures covering all weather multi-sport facility.
• Due to time constraint NSC intends an imaginative and innovative design and construction technology like DOME to complete such complex nature of construction work within 180 days. For this. National Sports Council (NSC) invites scaled bids or electronic bids from eligible bidders for the construction of Air Supported Structures covering all weather multi-sport facility in Design and Build named below under International Competitive Bidding (ICB) -Two Stage Bidding procedures as per the Public Procurement Act. 2063 (2007 A.D.) Sub-section (1) of Section 28
• Eligible Bidders may obtain further information and inspect the Bidding Documents at the office address below during office hours. National Sports Council, Tripureshwor, Kathmandu. Tel. No. +977-1-4261219. email: nscengineeringsection@gmail.com or may visit PPMO website bolpatra.gov.np.
• This is first stage Bidding and is open to all eligible Nepalese and Foreign Bidders (Foreign Construction Companies, production companies and supplier companies or authorized local agents or their joint ventures).
• The Bidder shall not required to submit a Price bid and shall submit only technical proposal and comments on the terms and conditions for the proposed construction works.
• A complete set of Bidding Documents may be purchased from the office of National Sports Council by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, VAT and PAN Registration certificate. Tax Clearance Certificate or Submissions of Tax Returns up to FY 073/74 B.S. (2016/17 A.D.). Joint Venture Authorization/ Agreement (if any) and upon submission of a bank voucher evidencing a non refundable NRs 20000.(MX) (Twenty thousand) which is equivalent to US$ 190.97 till December

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may down load the bidding documents for e-submission from PPMO’s Web Site www.bolpatra.gov.np. Bidders, submitting their bid electronically, should deposit the cost (as specified above) of bidding document in the account as specified below and the scanned copy (pdf. format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

• Sealed or electronic bids must be submitted in wax sealed envelopes and delivered to the office the National Sports Council, Tripureshwor. Kathmandu, Nepal by hand/courier or through PPMO website bolpatra.gov.np. on or before 12 hours of December 27, 2017 (12 Paush. 2074 ) Nepal Standard Time and be clearly marked ” NAME OF CONTRACT AS BELOW”. The bidder must submit the Bidding Document received from the Employer by counter signing on it along with their Bid. Bids received after this deadline will be rejected.
• Pre-submission meeting shall be held at National Sports Council. Tripureshwor. Kathmandu at 25 Mansir 2074 (December 11, 2017) at 12:30 hr (Nepal Standard Time).
• The bids will be opened in the presence of Bidders’ representatives who choose to attend at 13 hours of December

5. 2017 (12 Paush, 2074) (Nepal Standard Time) at the office of National Sports Council. Tripureshwor, Kathmandu, Nepal.

• The bidder must have Average Annual Turnover of US$ 3.64 million within best three years out of last ten financial years.

1. First Stage bid shall be selected as per the qualification criteria contained in the bidding documents.
2. The Bidder must submit all the mandatory documents given in Bid Data Sheet. These mandatory documents describe the “Pass/Fail” criteria for Bidders’ qualification.
3. It is expected that invitation to second stage bid will be made within sixty days of this notice.
4. Only those successful bidders shall be invited for the second stage bidding process.
5. Site Visit: About the sustainability of imaginative and innovative design and construction technology submitted by the bidder shall be verified by NSC from site visit.
6. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date.
7. Other mandatory information as per PPA and PPR 2007 and all amendments on these acts and regulation. NSC reserves the right to accept or reject any or all bids and cancel the bidding process and reject all applications without assigning any reasons whatsoever.
