Earthquake Emergency Assistance Project

Invitation for Bids

1. The Government of Nepal has received a loan from Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this financing will be used for payments under the contracts named above. Bidding is open to bidders from eligible source countries of the ADB.
2. The Ministry of Urban Development, Central Level Project Implementation Unit, Earthquake Emergency Assistance Project, Kathmandu (“the Employer”) invites sealed bids from eligible bidders, based on post-qualification criteria, for the construction and completion of (i) Four Office Buildings (District Education Office, DWSS Division Office, District Live Stock Office & District Agriculture Development Office) in Dolakha and (ii) Two Office Buildings (District Court and District Live Stock Service Office) in Kavrepalanchowk. The works mainly comprise of numbers of RCC Frame Structure Buildings including Sanitary, Electrical and Furniture supply work.
3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single Stage-Two Envelope Bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Documents.
4. Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they arc awarded more than one contract will be allowed to do so provided those discounts arc included in the Letter of Price Bid. When comparing Bids, least cost combination will be applied in accordance with the provisions stipulated in the Bidding Document.
5. Bidding is open to eligible bidders who fulfill qualification requirements given in Section 3 of the bidding documents, partly stated below:

If a Bidder submits several successful (lowest evaluated substantially responsive) bids, the evaluation will also include an assessment of the Bidder’s capacity to meet the aggregated requirements as stipulated in the bidding document.

7. To purchase the Bidding Document, eligible bidders should on or before 17:00 Mrs, 23^rd June, 2017.

• Write to address above requesting the bidding document(s) for MOUD/CLPIU/Works/2072-073/NCB-13 (Dolakha) and or MOUD/CLPlU/Works/2072-073/NCB-21 (Kavrc), and deposit a non-refundable fee of NRs 10,000.00 for each contract in the bank account mentioned below.

• Together with a Bid Security in the amount as specified in the Bidding Document (Section 2: Bid Data Sheet Clause ITB 19.1).

10. Failure to specify the total price of the Bid in the Letter of Price Bid or the Bid Price in the Schedule of Bid Prices shall be ground for declaring the bid non responsive.

The Technical Bids will be opened immediately after the last date and time of bid submission in the presence of bidders’ representatives who choose to attend at the address mentioned above. If the last date of Bid submission and opening falls on the public holiday, the corresponding activities take place immediately on the day of opening the office.
