Invitation for Bids

The Government of Nepal has allocated funds towards the construction of following works and intends to apply part of the funds to cover eligible payments under the following Contracts. Bidding is open to all eligible Bidders.

Department of Urban Development and Building Construction (DUDBC), Division Office, Doti invites sealed bids or electronic bids from eligible bidders for the construction of following Works under National Competitive Bidding procedures. Only eligible bidders with the following key Eligibility Criteria should participate in this bidding:

Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of DUDBC, Division Office, Doti ,Telephone:094-440118, fax :094-440116, Division e-mail Address dudbc.doti@gmail.com or may visit DUDBC website www.edudbc.gov.np.

A complete set of Bidding Documents may be purchased from the office DUDBC, Division Office, Doti by eligible bidders, till 17:00 on 2074-03-30 on the submission of a written application along with the copy of company/firm registration, VAT clearance certificate up to Fiscal year 2072/073 and upon payment of a non refundable fee of amount Rs. 3000.00.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from DUDBC’s Web Site www.edudbc.gov.np. Bidders, submitting their bid electronically, should deposit the cost(as specified above) of bidding document in the Project’s Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. Pre-bid meeting shall be held at DUDBC, Division Office, Doti on 2074/03/21.

Sealed or electronic bids must be submitted to the office DUDBC, Division Office Doti by hand/courier or through DUDBC website www.edudbe.gov.np on or before 12:00 Hrs on 2074/03/31. Bids received after this deadline will be rejected.

The bids will be opened in the presence of bidders’ representatives who choose to attend at 13:00 Hrs on 2074/03/31 at the office of DUDBC, Division Office, Doti . Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum amount specified above , which shall be valid for 30 days beyond the validity period of the bid .

If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

Other mandatory information shall be as per Public Procurement Act 2063 and Public Procurement Regulation 2064 and their amendments.

Any amendments on bidding documents shall be published on office notice board and on website www.edudbc.gov.np

If the bidder, except in e-bidding, wish to modify or withdraw their bids the bidder should submit sealed application 24 hrs prior to the last date of the bid submission. The bid bond will be forfeited if the bidder wish to modify or withdraw the bid after the above mentioned period.

The bidders are advised to visit the site and assess the actual site conditions prior to submit the bid in their own cost.

The Employer reserves the right to accept or reject, wholly or partially any or all the bids without assigning any reasons, whatsoever.

Bidder who choose to submit the bid by e-bidding system, must submit the Original Copy (Hard Copy) of Mandatory documents to DUDBC, Division Office .Doti within 7 days of last day of bid submission. Non submission of hard copy by the bidder within specified time shall be considered as non-responsive and may causes forfeiture of bid security.
