Rehabilitation of Chilime Hydropower Plant IFB No: CJCL-2074/75-C HPP-01 (First Date of Notice Publication: 7th  May 2018)

Chilime Jalavidhyut Company Limited (CJCL). the “Employer’’, is a company promoted by Nepal Electricity Authority (NEA) The Company has allocated funds towards the cost of the Project

The Employer invites sealed Bids from eligible Bidders for the procurement of works as mentioned m the table below under International Competitive Bidding- Single Stage Two Envelope Bidding Procedures

Only Eligible Bidders with the following key qualifications should participate in this Bidding

Minimum Average Annual Turnover of the last 3 years          NRs 150 Million

Minimum Working Capital of the last Fiscal Year:   NRs 50 Million.

Minimum Work Experience within last 10 years:

1. Rehabilitation of at least Two power plant (at least One work outside bidder’s home country) consisting of at least Governing System. Excitation System, Protection System etc
2. Complete Electro mechanical Works in at least Two power stations of capacity 20 MW or more and at least One works outside bidder’s home country.

A complete set of Bidding Documents may be purchased from the Employer’s office mentioned below dunning office hours by the eligible Bidders on the submission of a written application, along with the copy of company firm registration certificate, and upon payment of a non-refillable amount as mentioned

Pre-bid meeting will be held at 14 00 hours on 28th May 2018 at the Employer’s office Attendance is strongly advised to all the eligible bidders

The number of partners in Joint Venture is limited to two (2).

Bid Proposal shall consist of two proposals i.e Technical Proposal and Financial Proposal which shall be sealed in separate envelope and submitted to the Employer’s office on date and time mentioned in the table above. One (1) set of original and two (2) sets of duplicates of both proposals shall be submitted Documents received after this deadline and timeline shall not be accepted Electronic bidding is not available.

Bids shall be opened as mentioned in the table above at the Employer’s office in the presence of Bidders’ representatives who choose to attend Bids must be valid for a period of 120 days counting from the day of Bid opening and must be accompanied by Bid Security amounting to NRs 2.500.000.00 which shall be valid for minimum 28 days beyond the Bid validity period m favor of CJCL If any information data provided in the submitted Bid is unclear, ineligible or not substantiated by supporting documents, such information data shall not be taken into account for qualification

If the last date of Bid purchasing and or submission falls on a Government holiday the same tune of next working day shall be considered for such events In such case, the validity Period of the Bid Security shall remain the same as specified for the original last date of bid submission

It is recommended that Bidders may familiarize themselves with the local conditions and visit the project site Costs incurred for preparation of Bid Documents and the site visit shall be solely at the expenses of Bidders.

• CJCL reserves the right to accept or reject any Bid. partly or wholly, or cancel the Bid altogether, at any tune prior to Contract Award without thereby incurring any liability to the affected Bidder or Bidders and without assigning any reason whatsoever.
