Name of Contract: Design. Supply. Installation. Testing and Commissioning of Nawalpur 132/33/11 kV Substation

1. The Government of Nepal [GoN] has allocated fluids towards the cost of Design. Supply. Installation. Testing and Commissioning of Nawalpur 132/33/11 kV Substation and intends to apply part of the funds to cover eligible payments under the contract for IFB No.: NAW-SS-075/76-01. Bidding is open to all eligible Nepalese and foreign bidders.
2. The Nepal Electricity Authority (NEA. the Employer) invites sealed bids or electronic bids from eligible bidders for the construction of Nawalpur 132/33/11 kV Substation under International Competitive Bidding – Two Envelope Bidding procedures. Eligible Bidders may obtain further information and inspect the Bidding Documents at the project office.

Only eligible bidders with the following key qualification should participate in this bidding:

Minimum average annual turnover of best 3 years within the last 10 years: US S4.2 Million.

Minimum Work experience of similar size and nature: The Bidder as Contractor, management Contractor, or subcontractor, in at least one (1) Contract within the last 10 years with a value of at least USD 3.9 Million that have been successfully or are substantially completed and that are similar to the proposed works.

The Bidder as prime contractor, management contractor or subcontractor should have successfully executed at least one (1) Substation contract for design, supply, installation, testing and commissioning of Voltage level 110 kV or above voltage class with the supply and installation of power transformer of capacity not less than 63 MVA.

Each Partner in A’ must have electrical working experience in Transmission Line or Substation with minimum 110 kV Voltage level or above

3. A complete set of Bidding Documents may be purchased during the office hours from the project office by eligible Bidders on the submission of a written application, along with the notarized copy of company/firm registration certificate and upon payment of a non — refundable fee of NRs. 20.000.00 in the account below till 2018 9 20.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the Bidding documents as mentioned below or may download the bidding documents for e-submission from PPMO’s Web Site www.bolpatra.goY.np. Bidders, submitting their bid electronically, should deposit the cost (as specified above) of bidding document in the project’s account as specified above and the scanned copy (pdf format) of the bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

4. Sealed or electronic bids must be submitted to the office of the Project by hand or through through PPMO’s web Site bolpatra.gov.np on or before 12:00 PM on 2018 9 21. Bids received after this deadline will be rejected.
5. The Technical Bid will be opened in the presence of bidder or bidders* representatives who choose to attend at 14:00 Hrs (NST) on the date 2018 9 21 at the project office. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid. amounting to a minimum 13. * Million which shall be valid for 30 days beyond the validity of the bid.
6. If the specified date for last date of bid documents purchasing and bid submission/opening falls on a Government holiday then the same time on the next working day shall be considered for such events. However, the last date for bid submission and opening shall be the next working day after the last date of bid purchasing. In such case the validity of bid security shall be considered from already specified last date for bid submission.
7. Bidders may withdraw or modify its bids by sending a written notice in a sealed envelope, duly signed by an authorized representative and shall include a copy of the authorization in accordance with ITB 20.2 before 24 hrs prior to the deadline of submission of bids.
8. After the completion of evaluation of Technical Bid which is substantially responsive evaluated bidders, will be invited to attend the opening of Price Bids. The date, time and location of opening of Price Bid shall be notified in writing and/or published in national daily.
9. NEA reserves the right to accept or reject any bid. and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidders) or any obligation to inform the affected bidder(s) of the grounds for NEA’s action.
