Invitation for Bids

(First date of publication: 29th August, 2018) Invitation for Bids for the following National Competitive Bidding:

1. The Nepal Electricity Authority (NEA) has allocated funds towards the cost of Grid Operation Department, NEA and intends to apply the funds to cover eligible payments under the Contract for above Tenders. Bidding is open to all eligible Nepalese Bidders.
2. The Nepal Electricity Authority (NEA) invites sealed bids from eligible bidders for the Procurement of above Tenders under National Competitive Bidding – Single Stage, Two Envelope Bidding procedures for above Tenders.

Only eligible bidders with the following key qualifications should participate in this bidding:

Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years:

Experience of similar Size and nature: The Bidder shall have successfully executed as a prime contractor, management contractor, or subcontractor of contracts involving as following within the last ten years.

3. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of as given below, during office hour.
4. A complete set of Bidding Documents may be purchased from the office by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non- refundable fee as mentioned in the table below till 27^th September, 2018.

Fore-bidding, Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s website http://bolpatra. gov.np. Bidders, submitting their bid electronically, should deposit the cost (as specified in the table below) of bidding document in the Project’s Rajaswa (revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

5. Pre-bid meeting shall not be held.
6. Sealed bids must be submitted to the office Grid Operation Department, Minbhawan, Kathmandu by hand or electronic bids must be submitted through PPMO’s website http://bolpatra.gov.np on or before 12:00 PM on 28 September, 2018. Bids received after this deadline will be rejected.
7. The Technical bids will be opened in the presence of Bidders’ representatives who choose to attend at 28^th September 2018, 2:00pm, at the office of Grid Operation Department, Minbhavan, Kathmandu. Bids must be valid for a period as mentioned in the table below and must be accompanied by a bid security, amounting to a minimum of amount as mentioned in the table below which shall be valid for 30 days beyond the validity period of the bid.
8. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
9. The bidder shall bear all costs associated with the preparation and submission of its bid, and NEA will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.
10. NEA reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds for NEA’s action.
11. The Bidders are strongly advised to visit the site to acquaint themselves with conditions and associated details before the submission of Bids.
