Invitation for Bids

1. The Nepal Electricity Authority, Kulekhani -III Hydro-electric Project (KL-II I) invites sealed bids from eligible bidders for the following works under National Competitive Bidding:

• The works are to be completed within sixty (60) days after signing the Contract.
• The Bidder or a partner of a JV must have experience in construction of at least one no. of Prefab building within the last 5 (five) years as of the last date of bid submission.
• Eligible Bidders may obtain further information and inspect the bidding documents at the office specified below. The bidding document and notice is also available at NEA’s web site
• A complete set of Bidding Documents may be purchased on or before 17:00 hrs. 17 April 2018 (2075/01/04) from the office specified below by eligible bidders on the submission of a written application, copy of company/firm registration certificate. VAT and PAN registration certificate, tax clearance certificate and bank voucher of the amount NRs 3,000.00 (Non refundable) deposited in account number 02500000-45901 of Nepal Electricity Authority, Kulekhani -III Hydroelectric Project (KL-III ) at Sanima Bank Limited. Heatuda Branch. Makawanpur. Copies of Company/Form registration certificates and VAT and PAN registration certificates shall be notarized by a notary public.
• All bids must be accompanied by a bid bond amount as specified above and must be delivered latest by 12:00 hrs on 18 April 2018 (2075/01/05) at the address given below. Bids received after this deadline will be rejected. Bids must be valid for a period of 90 days after bid opening.
• Bids will be opened in the presence of Bidders’ representatives, who choose to attend, at 14:00 hrs on 18 April 2018 (2075/01/05) at the office specified below.
• Bidding document shall be submitted with the same name by which the document has been purchased. Bidding document shall not be accepted in the name of joint venture, if purchased as single bidder.
• KL-III Project shall not be responsible for any costs or expenses incurred by the bidders in connection with the preparation and submission of bids.
• If the last date of purchasing, submission and opening falls on a government holiday, it shall be extended to the next working day.
• KL-III Project reserves the right to accept or reject, wholly or partly any or all the bids without assigning any reason whatsoever.
• Interested bidders who choose to follow the e-bidding procedure should register in the NE A portal and download the bidding document from web site . Bidders choosing e-bidding procedure to purchase of bid document shall deposit NRs 3,000/- (non-refundable) to the account mentioned above and scanned copies of the Bank voucher shall be uploaded to NEA e-bidding portal. Detail procedure for submitting bids electronically is elaborated in the instruction to bidders of bidding document. The bidders submitting bids electronically must submit the duly signed hard copies of their bids to the office below within 3 days of bid opening.
• Any person or Director of Board of any firm, organization or company that has been blacklisted as per the Public Procurement Act is not eligible to participate in the bidding process by having incorporated new firm, organization or Company and in the name of such new company.
