1. Nepal Oil Corporation (NOC) Ltd. intends to apply part of its funds to cover eligible payments under the contract/s stated below. Bidding is open to all eligible Bidders from the countries as stated in the Bidding Document.

2. The, Nepal Oil Corporation (NOC) Limited “the Purchaser” invites electronic bids from eligible bidders for the procurement of Contract stated above under International Competitive Bidding (ICR) procedures.
3. Eligible Bidders may obtain further information and inspect the bidding documents at the office stated below or may visit e-GP system: bolpatra.gov.np/egp.
4. Bidding document may be purchased on or before 15.00 hrs of 30th July 2019 from the offices stated in the Bidding Document by the interested Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of Nepali Rupees 5000.00 in cash or in any form stated in the Bidding Document If so requested, the Bidding Documents can also be sent by post/courier services upon payment of additional fee of NRs. 2000.00 or USS 20.00. However, the Purchaser will not be responsible for delay or non-delivery of the documents so sent. Bidding documents is available online and can be downloaded from e-GP system: www.bolpatra.gov.np egp. Interested bidders shall register in the e-GP system and deposit the cost of bidding document in the following bank.

5. A Pre-bid meeting which potential bidders may attend will be held at NOC’. Babarmahal at 14:00 hrs Nepal Standard time on I6th July 2019.
6. Interested Bidders shall submit the electronic Bids through www.bolpatra.gov.np/egp to Nepal Oil Corporation Limited on or before 12.00 hrs on 31st July 2019.
7. Bids shall be opened in the presence of Bidders’ representatives who choose to attend 14.00 hrs of 31st July 2019 at the office started in the Bidding Document Bids must be valid for a period of 90 days counting from the day of bid opening and must be accompanied by bid security, amounting to NRs 1.70 million which shall be valid for minimum 30 days beyond the bid validity period.
8. In the comparison of Bids. Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
9. If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.
10. The purchaser reserves the rights to accept or ignore, wholly or partly any or all the bids without assigning reason , whatsoever.
