INVITATION FOR EXPRESSION OF INTEREST

1. Nepal Electricity- Authority (NEA). Environment and Social Studies Department (ESSD) intends to prepare separate lists of competent local consulting firms for the Implementation of Skill Development Training to the affected households of Hetauda-Dhalkebar-Duliabi 400 kV Transmission Line.
2. This Invitation for Expression of Interest (EOI) is made to invite application from interested and eligible local consulting firms and/or their joint ventures registered in Nepal under GoN rules & regulations at least five (5) years from the last date of submission of EOI.
3. The firm must be an affiliate with CTEYT and alive proven experiences in implementation of at least 2 training (one training in each discipline) in any of the following discipline (house wiring, plumbing, tailoring and driving) in last seven years.
4. The consulting firm can apply either singly or in joint venture such that the total number of firms including the lead firm does not exceed a maximum of toluene consultation firms. However the same firm is not allowed to enter into more than one

joint venture for the same work. Experience and Qualification of other firms, whether parent or subsidiary firms. will not be considered for evaluation. Likewise, qualification and experience of the consulting firms associated as a sub-consultancy will not be considered for evaluation for short listing.

5. Eligible Consulting Finns or their authorized representatives may obtain a hard copy of EOI document free of cost from ESSD during office hours upon submission of an application letter on all working days within the 15* day of first publication of tliis notice. EOI document can also be downloaded from the website http://vvww.nea.org.np. The instruction to the consultant, prescribed fonnats. evaluation criteria, scope of work, duration and other details of the project are mentioned in the EOI document.
6. Duly completed EOI documents in hard copy should be submitted to the address mentioned below clearly mentioning the name of the project in sealed envelopes before 12:00 Noon (NST-Nepal Standard Time) within 16th day of first publication of this notice. EOI received by the due date and within the specified time will be opened at 2.00 PM on the 16^th day after publication of first notice.
7. If the deadline specified herein falls on a government holiday, the deadline sliall be extended automatically to the next working day at the same hour.
8. Duly completed EOI documents received after the due date & time, will not be considered for evaluation and will be returned back.

• The EOI documents submitted by consultant or joint venture Finns will be evaluated on the basis of the evaluation criteria approved by NEA. The top ranked three to six firms obtaining at least 600 and above points out of total 1000 points in the EOI evaluation process will be listed for the said consultancy services as qualified firms.
• The list of firms qualified in EOI process will be notified in due course of time for the submission of Technical and Financial proposals i.e. Request for proposal (RFP) Process. During RFP process, the consulting firms will be selected in accordance with Quality and Cost Based Selection Procedure (QCBS).
• NEA-ESSD reserves the right to accept or reject any or all EOI applications with or without giving any reason whatsoever.
• Funner information on the EOI can be obtained from NEA-ESSD during office hours in all working days prior to the

deadline of submission of completed EOI.
