NOTICE FOR INVITATION FOR BIDS

 

 

(First Date of Publication: 2074/03/12 (June 26,2017)

  • The Government of Nepal (GoN) has allocated towards the cost of Medium Irrigation Program (MIP) and intends to apply part of the funds to cover eligible payments under the following contract as stated in table below. Bidding is open to all eligible Nepalese bidders.
  • Irrigation Development Division, Salle, Rukum invites scaled bids or electronic bids from eligible bidders for the works as listed in “Description of Contract” under National Competitive Bidding procedures. Only eligible bidders with the following key qualifications stated in Table below “Description of Contract” should participate in this bidding.
  • Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Irrigation Development Division, Salle, Rukum, Telephone: 088-530116 ; Fax No: 088-530116 or may visit PPMO website bolpatra.gov.np
  • A complete set of Bidding Documents may be purchased from the office: Irrigation Development Division, Salle, Rukum, Phone: 088-530116 and the office Treasury & Account Comptroller Office, Rukum, by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, VAT/PAN Certificate, Tax Clearance up to F.Y. 2072/073 and upon payment of a non-refundable fee as mentioned in “Description of Contract” until office hour of date 2074/04/10 (July 25, 2017);

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s website www.bolpatra.gov. np/egp. Bidders, submitting their bid electronically, should deposit tenon-refundable fee as mentioned in “Description of Contracts” of bidding document in the Rajaswa (Revenue) account as specified below and the scanned copy (pdf. format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

In addition to electronically submitted PDF files, the bidder shall be required to submit original documents of those files within 7 (Seven) days after the deadline for the last date of bid submission, failure of which shall disqualify the bidder and the Bid Security will be forfeited.

  • Any bidder may submit the bid either singly or as a partner in Joint Venture (J/V) provided that, each J/V partner has purchased the bid documents separately. However, a single bid document may be purchased by a J/V of firms by submitting a J/V agreement along with the documents mentioned above in Clause 4 for each of the partner firms.
  • Pre-Bid meeting shall be held at office of Irrigation Development Division, Salle, Rukuni at 13:00 on date 2074/03/26 (July 10, 2017).
  • Scaled or electronic bids must be submitted to the office of Irrigation Development Division, Salle, Rukum by hand/courier or through PPMO website bolpatra. gov, np/cap on or before 12:00 Hrs on 2074/04/11 (July 26, 2017) together with a Bid Security as mentioned below in “Description of Contract” in the form of bank voucher deposited in Dharauti Khata no. 101 Kha-3, Office Code No: 57-357-03, : Nepal Bank limited, Rukum of District Treasury and Account Comptroller Office, Rukum or Bank Guarantee from a reputable Class ‘A’ Bank drawn in favor of the Irrigation Development Division, Salle, Rukum in the format supplied in the bid document .Bank Guarantee issued by any Financial Company will not be accepted. Bids received after this deadline will be rejected.
  • Technical Bid and Price Bid (Financial) should be submitted in two separate envelopes enclosed together in an outer single envelope. If the Technical Bid and Price Bid arc submitted together in one inner envelope. Bid will be rejected.
  • The bids will be opened in the presence of Bidders’ representatives who choose to attend at 13:00 Hrs, on 2074/04/11 (July 26, 2017) at the office of Irrigation Development Division, Rukum. Bids must be valid for a period of 90 days alter bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf. format in case of c-bid amounting to a minimum as mentioned below “Description of Contract” which shall be valid for 30 days beyond the validity period of the bid.
  • If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
  • Bidders are advised to visit site and assess the actual site condition before submitting their bid.
  • The Employer reserves the right to acccpt or reject. wholly or partly any or all the bids without assigning any reason, whatsoever.
