Notice of Invitation for Bids

Contract No. and Title: STMSVK(MlP)/II)l)SIRAHA/NCB-01/074/75, Construction of Bataha ISP, Ramnagar Mirchaiya, Siraha.

• Irrigation Development Division, Siraha invites sealed bids or electronic bids from eligible bidders for the construction of works as specified in clause 10 below under National Competitive Bidding procedures. Bidding is open to all eligible Nepalese Bidders.
• Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Irrigation Development Division, Siraha (Telephone No. 033-521233) or may visit PPMO website www. bolpatra.gov.np
• A complete set of Bidding Documents may be purchased from the office of Irrigation Development Division, Siraha by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate. Tax Clearance Certificates up to F.Y. 2072/73 and upon payment of a non-refundable fee as specified in clause 10 till office hour on 2074/05/29. OR.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s Website www.bolpatra.gov.np. Bidders, submitting their bid electronically, should deposit the price (as specified in clause 10 below) of bidding document in the form of bank voucher deposited in the Rajaswa (revenue) Account Number Ka-l-1-001, Rajaswa Shirshak no. : 14227, (Office code: 16-357-02) in Rastriya Banijya Bank, Siraha and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids.

Pre-bid meeting shall be held at Irrigation Development Division. Siraha at 11:00 AM on 2074/05/19.

• Sealed or electronic bids must be submitted to the office of Irrigation Development Division Siraha by hand/courier or through PPMO website bolpatra.gov.np on or before 12:00 Noon on 2074/05/30 together with a Bid Security as mentioned below in clause 10 in the form of bank voucher deposited in Dhaurati Account Number 2130203000000 (Office code: 16-357-02) of District Treasury Controller office in Rastriya Banijya Bank, Siraha or Bank Guarantee from a reputable Bank drawn in favor of the Irrigation Development Division, Siraha. Bids received after this deadline will be rejected. Any proposal with conditions shall not be accepted.
• The bids will be opened in the presence of Bidders’ representatives who choose to attend at 2:00 PM on 2074/05/30 at the office of Irrigation Development Division, Siraha. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid, amounting to a minimum of amount specified in clause 10. which shall be valid for 30 days beyond the validity period of the bid (i.e. 120 days from bid submission date)
• If the last date of purchase, submission, and opening of Bid Documents falls on a government holiday, then it shall be extended to the respective next working day. In such ease the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
• Any bidder may submit the bid either singly or as partner in J/V provided that each J/V partner has purchased the bid document separately. However, a single bid document may be purchased by a J/V of firms by submitting a J/V agreement along with the documents mentioned above in clause 3 for each of the partner firms.
• The bidders who submit their bid electronically must submit the hard copy of Bid document with duly signed and sealed within 7 days of deadline of submission. If they failed to submit hard copy within the stipulated time, the bid security of the respective bidders will be forfeited.
• The conditions, processes and procedures not mentioned in this notice shall be as per bidding document, prevailing PPA 2063 and PPR 2064. The Employer reserves the right to accept or reject wholly or partly any or all of the bids without assigning any reason whatsoever.
