Re-Invitation for Bid

Supply of Goods

First date of Publication: 10th August 2017

  1. Rural Access Programme (RAP) – Phase 3. hereinafter to be understood as the Purchaser invites sealed bids from the eligible registered suppliers or manufacturers for the Supply of Goods to the different RAP districts as given below.
  2. For eligibility of the suppliers, the average annual turnover of last three years should be at least as specified below. However, in case a bidder bids for multiple package awards, his turnover must meet the aggregated minimum value.
  3. Interested eligible suppliers may obtain further information and inspect the bidding documents at RAP office specified below.
  4. A complete set of bidding documents for each contract package may be obtained free of charge by interested suppliers on the submission of formal written application to Rural Access Programme – Phase 3. Technical Management Office, Jawalakhel, Lalitpur (Tel: 01-5000245. Fax: 01-5000227) within office hour, up to and including 04th September 2017 OR supplier can download bidding documents from RAP website www.rapnepal.com up to the same specified time period.

5- Sealed bid must be delivered to the above-mentioned office on or before 12:00 hrs, 05th September 2017 and must be accompanied by a standard bid bond of at least 2.5 percent of the bid Contract Price. If, for reasons beyond RAP’s control the offices are required to dose on the published date, then the next day on which the RAP office is opened will be the final day for submission of bids, at the same time.

  • Bids will be opened in the presence of suppliers’ representatives who choose to attend at 14:00 on 5th September 2017 at the above-mentioned office.
  • With the tender the bidder must submit the following documents:
  • a. Certificate of Supplier Registration,
  • b. VAT & PAN Registration,
  • c. Tax Clearance Certificate, Proof of Turnover,
  • e.Declaration that Supplier Is not disqualified nor has any conflict of Interest or any related legal convictions
  • Any bid submission that does not include fully completed financial forms, including the Bill of Quantity totals, or fails to fully complete and sign the letter of Bid, including entering the total price of Bid. shall be determined as non-responsive and will be rejected Only bids that comply fully with the Technical Specification, Schedule of Requirements and published administrative requirements will be evaluated.
  • Purchaser will respond to requests for clarification of bidding documents, in writing (by advertisement) and / OR in RAP website as mentioned above for those queries, which it

receives no later than five (5) days prior to the deadline for the submission of bids

  • At any time prior to the deadline for submission of bids, any addendum will be notified In writing (by advertisement) and / OR in in RAP websites as mentioned above
  • Bids shall remain valid for a period of 60 (sixty) days following bid opening and may be accepted by the Purchaser at any time within this period. Bid security shall remain valid up to 90 days that is up to and including 04th December 2017.
  • RAP reserves the right to reject any or all bids without giving reasons.
