Assignment Title: Water Quality and Sediment Monitoring Networks Reference No. PPCR/DHM/S/CQS-35

The Department of Hydrology and Meteorology has received for financing from the World Bank toward the cost of the Building Resilience to Climate-Related hazards Project and intends to apply part of the proceeds for consulting services. The project aims to strengthen the capacity of the Department of Hydrology and Meteorology to meet Nepal’s need for timely and accurate weather, climate and water related information and alert services.

The main objective of this assignment is to provide recommendations for strengthening the water quality and sediment monitoring network in Nepal and design and prepare tender documents for the ” Monitoring Network for Water Quality and Sediment Monitoring Network.” This will be based on an assessment of user needs for water quality and sediment monitoring and information, assessment of the existing status of the water quality and sediment monitoring network and key gaps, and a review of international experience.

The consulting services (“the Services”) include the needs assessment: training, capacity building, operational procedures and guidelines, with adequate stakeholders’ participation. It will also include preparation of draft specifications and tender documents for observation and laboratory equipment, related ICT and other components needed for operation.

The Implementation period is within 6 months from the date of signing the contract.

The DHM/BRCH now invites eligible consulting firms (“Consultants”) having at least 10 Years of experience in providing consultation services in needs assessment in the field of water quality and river sedimentation, design monitoring network associated laboratories, data processing and data management besides monitoring of water quality and sedimentation in water bodies. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The other short listing criteria beside mentioned above are:

• At least 10 years’International working experience in designing, establishing and operating water and sediment monitoring systems and networks.
• Experience in designing and establishing such networks in developing country contexts as well as experience in Asia and Nepal in particular will have advantage.
• The Consultant should have demonstrated experience in capacity building of local staff charged with operating and maintaining water quality and sediment monitoring systems.
• Market knowledge of available technology and monitoring equipment (i.e. advantages, disadvantages, reliability, suitability, limitations, cost considerations, etc.) and knowledge of international best practices, standards and guidelines are essential.
• A sound understanding and knowledge of WMO guidelines and practices as well as hydro-met regulatory frameworks in other countries (developed and developing) will be an asset.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011, revised July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

Interested firm/s must submit its business/professional registration certificate/s along with its confirmed validity period to date, Tax Clearance Certificate up to FY 2014-15 (2072/73), VAT/PAN Registration Certificate duly certified by a notary as per law of country and Self declaration Letter of not being ineligible upto submit Date.

Firms shall be assessed and compared using criteria relevant to assignment as stated in Terms of Reference, hence the firm shall submit documents required to support with evidence so as to demonstrate the qualification and experiences of the firm.

A Consultant will be selected in accordance with the CQS [Selection based on Consultant Qualification] method set out in the Consultant Guidelines. Only the selected firm shall be asked to submit a combined technical and financial proposal and, if such proposal is responsive and acceptable, be invited to negotiate a contract. Both technical and financial aspects of the proposal may be negotiated.
