REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Procurement of Financial Management Specialist (Individual consultant) Reference No.: NP-MOLD-71231-CS-INDV

The Ministry of Agriculture and Livestock Development (MoALD), Government of Nepal (GoN) has received financing from the World Bank towards the cost of the Nepal Livestock Sector Innovation Project (NLSIP), and intends to apply part of the proceeds for services of Financial Management Specialist (Individual Consultant).

Major Tasks:

The Consultant shall (i) Prepare Disbursement applications (ii) Prepare Interim and Annual Financial Reports, Statements of Expenditure, Required Records and Reports (iii) Assist in maintaining required records and supporting documentation (iv) Assist in maintaining effective financial management of the project in terms of budgeting, accounting, financial reporting, internal controls and audit.

Required qualification and experience:

• At least Masters degree in business management/financial management/accounting, or relevant subject or a Chartered Accountant (CA).
• Experience of at least 5-8 years of having been specifically responsible for planning, financial management and monitoring public disbursement in accordance with national procedures (not applicable if the applicant is CA).
• Experience of financial management of five years in World Bank, other MDB or projects supported by them.

The Consultant is expected to provide 24 person months input that will span over the entire project period. MoALD/NLSIP now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (Signed CV, description of similar assignments, and experience in similar conditions). A consultant will be selected in accordance with the procedures set out in the World Banks’ Consultant Selection Guidelines adopting Individual Consultant Selection Procedure, January 2011 (Revised July 2014).
