Government of Nepal has received a grant from the International Fund for Agriculture Development (IFAD) towards the cost of Adaptation for Smallholders in Hilly Areas (ASHA). Part of the proceeds of the grant has been intended to finance eligible payments under the contract for which this Invitation for Expression of Interest (EOI) has issued.

Adaptation for Smallholders in Hilly Areas (ASHA) Project is being undertaken by Ministry of Forests and Soil Conservation (MoFSC) with the financial support of International Fund for Agricultural Development (IFAD) (ASAP Grant No.: 2000000755 & IFAD Grant No.: 2000000756). This is a six-year project (effective from 26 February 2015) and has been implemented in six districts of Mid-western Development Region (Kalikot, Dailekh, Salyan, Jajarkot, Rukum and Rolpa) in first phase subject of extension in additional districts in the second phase.

The Project Coordination Unit (PCU) of ASHA is planning to engage a consulting service of Individual as “Management Information System Specialist (MISS)” in accordance with the Individual Consultant Selection (ICS)-competitive method with following IFAD Project Procurement and Guideline.

The project intends to apply part of this fund to payments under the contracts to avail professional services, in the following area:

Consgltant: MISS 1-Surkhet based Position Purpose of the Assignment

The incumbent is responsible to ensure record, compile, analyze and interpret the information and data from Management Information system (MIS). This includes the planning of a system for analysis of data and selection of appropriate software for data analysis. The MIS Officer will provide necessary information and support to other thematic Specialists. S/he will regularly update MIS & website, generate reports as and when needed and will be responsible for day-to-day operation and management of MIS system of the ASHA. S/he will be responsible for reporting to Project Technical Team Leader and support/assist to Monitoring & Evaluation Officer & Planning, Monitoring & Evaluation Specialist of ASHA project Education/Experience/Knowledqe and Skills:

■ Education: At least Bachelor degree or equivalent in Computer/Information Technology (IT) Engineering or related field with minimum 5 years of experience in Management Information System. Should have experience in designing database of MIS/DSS using Oracle/MS SQL Server, CSPro (Census/Statistics), JAVA/PHP/. Net;

or Master degree or equivalent in Computer/Information Technology (IT) Engineering or related field with Minimum 3 years of experience in Management Information System. Should have experience in designing database of MIS/ DSS using Oracle/MS SQLServer, CSPro (Census/Statistics), JAVA/PH PI. Net. Expectedjnput and Duration:

Full time (From Sep 2017 to March 2021), based on satisfactory performance

The ASHA informs that, all the eligible individuals willing to provide the services are requested to submit their EOI for the above assignments by Aug 21, 2017 under the following general terms and conditions to the address below:

The individual may express its interest with concisely written CV, three referees, preferably one from previous employer, copy of citizenship, copy of final academic certificate, work certificates, a PP size photo and a cover letter by hand delivery or email.

The individual should mention the expected remuneration.

The individual should have VAT/PAN registration certificate or acceptance of VAT/ PAN registration if they selected.

Only short listed applicants (three numbers) will be notify for next selection process. The ASHA reserves right to accept or reject submitted Expression of Interest (EOI) without disclosing the reason what so ever.
