INVITATION FOR BIDS

No: DPHO/BZH/NCB/GOODS-1 /2073/74 Procurement of Lab Equipment and Reagents for Sickle Cell Anaemia (SCA) Center Date of publication: 20 Chaitra 2073 (2 April-2017)

  • Government of Nepal has allocated the fund and intends to apply part of the funds to cover eligible payments under the Contract for Procurement of Lab Equipments and Reagents For SCA by District Public Health Office, Nepalgunj, Banke.
  • The Ministry of Health, Department of Health Services, District Public Health Office, Banke invites sealed bids or electronic bids from eligible bidders for the Procurement of Lab Equipment and Reagents For SCA as listed below under National Competitive Bidding. Contract shall be done as a single lot.
  • Interested Eligible Bidders may obtain further information and inspect the bidding documents at the office of the District Public Health Office, Nepalgunj, Banke, Tel: 081-520158, Fax: 081-526579 from 2073-Chaitra-20 (2 April, 2017) to 2074-Baishak-18 (1 May 2017) during the office hours or at their own convenience on the DPHO, Banke website: dphobanke.gov.np and PPMO website www.bolpatra.gov.np. Interested bidders must first register on the PPMO website to access the document and choose the electronic bidding procedure.
  • Bidding documents may be downloaded from the PPMO website or DPHO Banke website or be purchased from the above office of District Public Health Office, Nepalgunj, Banke by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non- refundable fee of NPR. 3000.00. The method of payment will be in the form of a cash deposit certificate in Revenue Title no 14227, Office code no. 62-370*01, Account no. 1-1-001 of Nepal Rastra Bank, Nepalgunj Branch. If so requested, the Bidding Documents can also be sent by post/courier services upon payment of additional cost of NRs.4000. However, the Employer will not be responsible for delay or non-delivery of the documents so sent. Bidding documents can be purchased up to office hours of 2074-Baishak-18 (1 May 2017).
  • For the purpose who choose to submit their bid electronically through e-procurement section of PPMO website: http://www.bolpatra.gov.np, the bidders may either purchase the hard copy of bidding documents or may choose to download the necessary part of bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. In case of bidder who choose to download and submit bid electronically, the bidder shall be required to deposit the cost of bidding document as specified above in the above mentioned Account No. of District Public Health Office, Banke at Nepal Rastra Bank, Nepalgunj Branch and electronic scanned copy (pdf format) of the Bank deposit voucher/tele transfer receipt shall also be submitted along with the electronic bid files.
  • Sealed Bids must be submitted to the above office of District Public Health Office, Banke on or before 12:00 hrs. (Local time) on 2074-Baishak-19 (2-May-2017). Alternatively, bidders may submit their bid electronically through e-procurement section in PPMO website: http://www.bolpatra.gov.np, before the above deadline and as specified in the Instructions to Bidders. Documents received after this deadline shall not be accepted.
  • Bids shall be opened in the presence of Bidders’ representatives who choose to attend at 13:00 hrs (Local time) on 2074-Baishak-19 (2-May-2017). At the office of District Public Health Office, Nepalgunj, Banke. Bids must be valid for a period of 90 days counting from the day of bid opening, that is valid till 2074-Shrawan-16 (31-July-2017). All bids must be accompanied by bid security not less than NPR 1,20,000.00 for package A and 1,50,000.00 for package B, which shall be valid for minimum 30 days beyond the bid validity period (i.e. valid upto 2074- Bhadra-14; 30-August-2017). the bids security shall be a demand guarantee in any of the following forms at the bidder’s option :
  • Original Copy of an unconditional bank guarantee from “A” Class commercial Bank or;
  • Original Copy of Cash deposit Voucher in the name of. District Treasury Controller Office (DTCO) Banke at Nepal Rastra Bank Branch Office banke of account no 2101200-001-002-524 kha 3 Deposit Account.
  • If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline unless amended.
  • The Purchaser reserv es the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
  • Pre-Bid meeting shall be organized on 2074 Baishak 12 (25-April-2017) at 11:00 Hours at District Public health office, Nepalgunj, Banke.
