Invitation for Bid for the Trainer Aircraft

Contract Identification No: MGO/Trainer/073/74/66 First Date of Publication: 30th April, 2017 I. The Master General of Ordnance (MGO) (Provision). Nepalese Army  Headquarters invites sealed bids from eligible bidders (Foreign Supplier Companies or their authorized Local Agents) for the procurement of the following items required for the Nepalese Army:

1. Eligible Bidders may obtain further information and inspect the bidding documents at the Office of MGO (Provision), Nepalese Army Headquarters, Bhadrakali, Kathmandu, Nepal (Tel. 01-4244059) during office hours. This noticc can also be found on the Nepalese Army website nepalanny.mil.np and PPMO’S website.
2. Bidding documents may be purchased from any of the office mentioned below;

• The office of the Master General of Ordnance (Provision), Kathmandu.
• The olTicc of the District Administration, Babarmahal, Kathmandu.
• The Office of the Treasury and Controller, Sundhara, Kathmandu.

3. Eligible Bidders should provide a written application along with the copy of valid company registration certificate and pay a non-rcfundable fee for the Bid Document.
4. Sealed Bids must be submitted to the office of Master General of Ordnance (Provision) and registered on or before 12:00 hours of 14th June, 2017. Documents received after this deadline will not be acccptcd. Bids shall be opened in the presence of Bidders or their authorized representatives on 13:00 hours of I4th June, 2017 at the office of MGO (Provision).
5. Bids must be valid for a period of 120 days counting from the day of bid opening and must be accompanied by the bid security. The bid security shall be valid for minimum of 30 days beyond the bid validity period (i.e. 11th November, 2017).
6. In case the last date of submission and opening of the bid falls on a government holiday, the following working day shall be considered the last day and the aforesaid activities shall occur on the same time on the following day. In such a case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.
7. All the related documents, terms and conditions and specification shall be included in the bidding document.
8. All the procurement procedures will be carried out under Public Procurement Act 2007. Public Procurement Regulation. 2007, Financial Procedure Act, 1999 and Financial Procedure Regulation, 2007. This office reserves the right to acccpt or reject, wholly or partly any or all the bids without assigning reason whatsoever.

10. Please visit Nepalese Army e-bidding portal eproc.nepalarmy.mil.np and follow the instructions.
11. Upload scanned copy of the bidding documents in pdf format. This must be done on or before 12:00 hours of 14th June, 2017.
12. Upload the scanned copy of receipt for the fee of bidding document deposited at Nepal Bank Limited. Revenue Account No 02-41-27 of Treasury and Controller Office, Sundhara Kathmandu, mentioning the code No. 27-345-33 of this office and Revenue Title No. 14227.
13. The bidding documents rcccivcd from the c-bidding portal will be downloaded and opened at 13:00 hours of 14th June, 2017. The representatives of the e-Bidders must be present during the opening of the Bid along with the original copy of Bid Security, Statement of Declaration, and original/notarized copies of all other uploaded documents.
