Invitation for Bids

Contract Identification No:01/DKT/074/75 (First Date of publication: 23 January 2018)

1. The Government of Nepal [GoN] has allocated funds towards the cost of Earthquake Emergency Assistance Project (EEAP) and intends to apply part of the funds to cover eligible payments under the Contract for Rehabilitation and Reconstruction of Bhedetar-Mahabharat-Ahale- Barahkshetra Road Contract No: MoFALD/EEAP/DKT/01/074/75. EEAP, DLPIU, Dhankuta invites sealed bids from all eligible registered Nepalese contractors for submission of their bids electronically. Bidding is open to all eligible as per Section V of bidding document.
2. Ministry of Federal Affair and Local Development, Earthquake Emergency Assistance Project, District Level Project Implementation Unit, Dhankuta invites electronic bids from eligible bidders for the construction of Bhedetar-Mahabharat- Ahale-Barahkshetra Road under National Competitive Bidding – Single Stage Two Envelope Bidding procedures. Only eligible bidders with the following key qualifications should participate in this bidding:
3. Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: 220,000,000.00
4. Minimum Work experience of similar size and nature: 2 No. of Project each with value of NRs. 176,000,000.00.
5. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Ministry of Federal Affair and Local Development, Earthquake Emergency Assistance Project, District Level Project Implementation llnit, Dhankuta. or may visit PPMO e-GP system bolpatra.gov.np/egp.
6. Bidder should submit their bid electronically and may download the bidding documents for e-submission from PPMO’s e-GP system bolpatra.gov.np/egp. Bidders should deposit the cost of bidding document (NRs. 10,000.00) in the Project’s Rajaswa (revenue) account as specified below.

5. Pre-bid meeting shall be held at EEAP/DLPIU-Dhankuta on 12, February 2018 at 14:00
6. Electronic bids must be submitted to the office Ministry of Federal Affair and Local  Implementation Unit, Dhankuta through PPMO’s e-GP system bolpatra.Development, Earthquake Emergency Assistance Project, District Level Projectgov.np/egp on or before 12:00 hours on 22, February 2018. Bids received after this deadline will be rejected.
7. The Technical bids will be opened in the presence of Bidders’ representatives who choose to attend at 13:00 hours on 22, February at the office of Ministry of Federal Affair and Local Development, Earthquake Emergency Assistance Project, District Level Project Implementation Unit, Dhankuta. Bids must be valid for a period of 120 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format amounting to a minimum of NRs. 6,150,000.00 which shall be valid for 30 days beyond the validity period of the bid.
8. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
