Invitation for Bids for the following National Competitive Bidding: KB/NCB/SS- 073/074 -01

“Design, Supply. Installation. Testing and Commissioning of Kusaha – Biratnagar 132 kV Substation“

1. The Government of Nepal (GoN) has allocated fluids or received a loan credit grant from GoN towards the cost of Kusaha- Biratnagar 132 kV Transmission Line Project. NEA.and intends to apply part of the fluids to cover eligible payments under the Contract for Design. Supply. Installation. Testing and Commissioning ofKusaha-Biratnagar 132 kV Substation, KB/NCB/SS- 073/074 -01. Bidding is open to all eligible Nepalese Bidders.
2. The Nepal Electricity Authority (NEA) invites sealed bids from eligible bidders for the Procurement of Design, Supply, Installation, Testing and Commissioning of Kusaha – Bnamagar 132 kV Substation under National Competitive Bidding – Single Stage. Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding:

Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: 36 a ore Experience of similar Size and nature: The Bidder shall have successfully executed as a prime contractor, management contractor, or subcontractor of substation contracts involving design, supply, installation, testing and commissioning, of at least 2 (two) substation contract of 110 kV or above voltage class with supply and installation of transfonner within the last five years . Hie capacity of each transformers used in above substation projects shall not be less than 30 MVA.

Eligible Bidders may obtain fivther information and inspect the Bidduig Documents at the office of as given below, during office hour.

A complete set of Bidduig Documents may be purchased from the office by eligible Bidders on the submission of a written application, along with the copy of company firm registration certificate, and upon payment of a non-refiuidable fee of NRs 30.000.00 till 15th May. 2017.

Pi e-bid meeting shall be held at the premise of office at 7* May. 2017.

Sealed bids must be submitted by hand.

The Tecluiical bids will be opened in the presence of Bidders’ representatives who choose to attend at 16* May 2017. 2:00pm. at the office of Kusaha Biratnagar 132kY Transmission Line Project. Kliaripati. Bhaktapur. Bids must be valid for a period of 120 Days from the last date of Bid submission and must be accompanied by a bid security, amomiting to a minimum of NRs. 1.95.00.000.00 which shall be valid for 30 days beyond the validity period of the bid.

If the last date of purchasing and ‘or submission falls on a govenunent holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid seciuity shall remain the same as specified for the original last date of bid submission.

The bidder sliall bear all costs associated with the preparation and submission of its bid. and NEA will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

NEA reserves the right to accept or reject any bid. and to annul the bidding process and reject all bids at any tune prior to award of contract, without thereby incurring any liability to the affected bidders) or any obligation to inform the affected bidders) of the grounds for NEA’s action.

The Bidders are strongly advised to visit the site to acquaint themselves with conditions and associated details before the submission of Bids.
