Invitation for Bids

1. The Nepal Academy of Science & Technology (NAST) invites sealed bids from eligible bidders for the construction of the Technology Building of approximately 4,500m² housed in a vehicular accessible basement and having 4 floors extended above ground supported with modern applications and finishes complete with laboratories and offices with meeting rooms; and facilitated with lifts, HVAC, fire fighting, plumbing & sanitation, electrical & communication systems and including site works under National Competitive Bidding – Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding: Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years: NR. 220,000,000 (TWO hundred and Twenty million)

2. Minimum Work experience of similar size and nature: as Prime contractor, management contractor, or subcontractor, in at least 2 (TWO) contracts within the last ten (10) years, each with a value of at least NRS 240,000,000 (TWO hundred and Forty million)

4. A complete set of Bidding Documents may be purchased from the office the Nepal Academy of Science & Academy (NAST), Khumaltar, Lalitpur by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of Rs. 20000.00 till 17:00 hours on 15 May 2017. However, the Employer will not be responsible for delay or non­delivery of the documents so sent.

Bidders are strictly instructed to submit their bid through only one medium i.e. either through e-Bidding or through Hardcopy. The bids which are not submitted accordingly will be assumed as non-responsive bid.

5. Pre-bid meeting shall be held at the Office of NAST, Khumaltar, Lalitpur at 12:00 hours 7 May 2017
6. Sealed bids must be submitted to the office of Nepal Academy of Science & Technology, Khumaltar, Lalitpurby hand/courier or through PPMO website bolpatra.gov.np/egpon or before 12:00 hours on 16 May 2017. Bids received after this deadline will be rejected.
7. The bids will be opened in the presence of Bidders’ representatives who choose to attend at 14:00 on 16 May 2017 at the office of Nepal Academy of Science & Technology, Khumaltar, Lalitpur. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid,amounting to a minimum of 102,55624.00 which shall be valid for 30 days beyond the validity period of the bid.
8. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
9. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason, whatsoever.
