For the Construction of Boundary Wall

1. Nepal Oil Corporation (NOC), MAPL, Simara, Bara has allocated funds for the Construction of Boundary Wall at Fuel Depot Amlekhgunj, Bara, Nepal and intends to apply part of the funds to cover eligible payments under the Con-tract. Bidding is open to all eligible National Bidders.

2. The NOC invites Sealed Bids from Nepalese eligible bidders for the Works under National Competitive Bidding (NBC) procedures specified in Public Procurement Act and Regulations of Nepal. The estimated amount for the Works is NRs. 17,487,792.87 inclusive of VAT.

3. Eligible Bidders may obtain further information and inspcct the Bidding Document in English at the office of NOC, Amlekhgunj, Bara, Nepal.

4. Complete set of Bidding Document in English may be purchased from the office of NOC, Amlekhgunj, Bara, Nepal by interested eligible Bidders during office hours on all working days 28 June 2019 onwards on the submission of a Written Application, copies of Company/firm Registration and PAM/VAT Registration certificates and upon payment of a non-refundable fee of NRs. 3,000.00. The Bid Document shall be available for sale up to office hours till 28 July 2019.

5. Pre-bid meeting shall be held at NOC, Amlekhgunj, Bara at 11.00 A.M. on 17 July 2019.

6. Sealed Bid must be submitted to the office of NOC, Amlekhgunj, Bara by Hand/Courier on or before 1:00 P.M. on 29 July 2019. Bids received after this deadline will be rejected.

7. Received Sealed Bids will be opened in the presence of Bidders’ representatives who choose to attend at 2.00 P.M. on 29 July 2019 at the office of NOC, Amlekhgunj, Bara, Nepal. But nothing shall bar the opening of Bids by the reason only that any Bidder or its agent is not present. Bidder’s representative should bear with authorization duly signed by the authority of firm at the time of Bid opening.

8. Bid must be valid for a period of 90 days, counting from the day of bid opening and must be accompanied by bid security, amounting lo minimum NRs. 400,000.00 (In Words: Four Hundred Thousand Rupees Only), which shall be valid for minimum 30 days beyond the bid validity period (i.e., Valid up to minimum 25 November 2019).

9. If Bidder wishes to submit the bid security in the form of cash, the cash should be depo-sited in

Nabil bank limited and submit the original receipt of the deposited amount of cash along with the Sealed Bid.

10. If the last date of Purchasing of Bid Document, Submission & Opening of Bids falls on a government/public holiday then the next working day shall be considered the last day. In such a case the bid validity and bid security validity period shall be recognized with effective from the original bid submission deadline.

11. Bidders are advised to visit site and assess the actual site conditions before submitting their bid. NOC shall not be responsible for any costs or expenses incurred by bidders in connection with preparation or submission of Bids.

12. NOC reserves the right to accept or reject, wholly or partly any or all the Bids without assigning any reason, whatsoever.
