Invitation for Bids for the Construction NRCS Blood Transfusion Service Building Contract Identification No: NRCS/ works/ NCB/01- 2017/18

1. Nepal Red Cross Society (NRCS) has allocated Hinds towards construction of NRCS Blood Transfusion Service Building.
2. NRCS invites sealed bids from eligible bidders for the construction of five story building with single basement under National Competitive Bidding – Two Envelope Bidding procedures. Only eligible bidders with the following key qualifications should participate in this bidding. Minimum Average Annual Construction Turnover of the best 3 years within the last 5 years: MRS 23, 00, 00,000.00 (Twenty three Crore) excluding vat. Minimum Work experience of similar size and nature: Minimum three building projects(at least one hospital and two commercial or public building ) value more than NRS 18, 00, 00,000.00 (Eighteen Crore) project cost (excluding vat) each with in last 10 years. In case of joint ventures each partner must need to meet the criteria mentioned in the tender notice and bid document.
3. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Procurement and Management Section, Nepal Red Cross Society, NHQ, Red Cross Marg, Kalimati, Kathmandu.
4. A complete set of Bidding Documents may be purchased from the office of procurement and management section of Nepal Red Cross Society, NHQ, Red Cross Marg, Kalimati Kathmandu by eligible Bidders on the submission of a written application, along with the attested and up-to-date copies of company/ firm registration certificate, and upon payment of a non-refillable fee of NRS 3000.00 till 17 September

5. Sealed bids must be submitted to Nepal Red Cross Society, NHQ, Red Cross Marg, Kalimati, Kathmandu by hand/courier on or before 12:00 Noon on 18 September 2017 . Bids received after this deadline will be rejected. Technical Bid and Price Bid arc sealed separately within a sealed envelope. The Price Bids will remain unopened and will be held in custody of the Employer until the specified time of their opening. Price bids only be opened technically qualified bidders. If the Technical Bid and Price Bid are submitted together in one inner envelope, the Employer may reject the entire Bid.

• The bids will be opened in the presence of Bidders’ representatives who choose to attend at 1:00 PM on 18 September 2017 at the office of office of procurement and management section of Nepal Red Cross Society, NHQ, Red Cross Marg, Kalimati Kathmandu. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security amounting 2.5% of total quoted value including Value Added Tax, which shall be valid for 30 days beyond the validity period of the bid.
• If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
• Bonus NPR 600,000.00 per month will be provided to the contractor if the whole construction work will completed 3 month earlier and penalty will be chargcd to the contractor @ NPR 20.000.00 per day.
• The Employer reserves the right to acccpt or reject any bid, without thereby incurring any liability to Bidders. In case of annulment, all Bids submitted and specifically, bid securities, shall be promptly returned to the Bidders
• Contractor will be responsible for insurance of all equipment’s/ machinery/ manpower/materials and other physical infrastructures during the construction period.
• Other term and conditions will be as per NRCS, Financial and Procurement rule and regulations.

Note: This is special time bound project.
