Contract No. and Title: ISIP/IDD Kathmandu/NCB-01, Jarke Khola Lisne Khanidada ISP, Shankarapur, Kathmandu

Deadline for Submission of Bids: 2017/05/25.

  1. Government of Nepal has received a loan from the Kuwait Fund for Arab Economic Development (KFAED) towards the cost of Irrigation System Improvement Project (ISIP). Part of the loan will be used for payments under the Contract named above. Bidding is open to all eligible national bidders.
  2. Irrigation Development Division Kathmandu invites sealed bids from all eligible bidders for the construction and completion of Jarke Khola Lisne Khanidada ISP, Shankarapur, Kathmandu. Single-Stage, Two-Envelope bidding procedure following national competitive bidding (NCB) shall be used for the procurement of this contract.
  3. Under the Single-Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two sealed envelopes, (i) one sealed envelope containing the Technical Bid and labeled ’Technical Proposal” and (ii) the other sealed envelope containing Price Bid only and labeled as “Price Bid”. Both in turn enclosed in one sealed envelope as per the provision included in ITB 21 of the Bid Document. The “Letter of Technical Bid” submitted with Technical Bid, and the “Letter of Price Bid” submitted with Price Bid in separately sealed envelopes must be signed by authorized signatory, failure to which may be the ground for declaring the bid nonresponsive.
  4. Bidders are required to specify the Total Price of the Bid in the Letter of Price Bid and the Priced Bill of Quantities (BOQ). These forms are to be in the envelope containing the price proposal. Failure to specify the Total Price of the Bid in the Letter of Price Bid or the Priced Bill of Quantities (BOQ) shall be ground for declaring the Bid nonresponsive.
  5. The Bidder must satisfy the following Key Qualifying Criteria for the qualification of Bid:
  • Historical Financial Performance: Submission of Audited Balance Sheet and Income Statements for die Last Five Years to demonstrate the current soundness of the applicant’s financial position. As a minimum, a Bidder’s Net Worth shall be Positive. (As per 2.3.1 of Sec 3 of Bid Document)
  • Average Annual Construction turnover: Minimum average annual construction turnover of NRs. 13.98 million calculated as the average of the Best Three (3) Years’ total certified payments received for contracts in progress or completed, within the last Five (5) Years. (As per 2.3.2 of Sec 3 of Bid Document)
  • Financial Resources Requirement: As a minimum, the Bidder must show that his financial resources, in terms of at least Last Year’s working capital and lines of credit, will be adequate to cover his Bid Price and current work commitments. (As per 2.3.3 of Sec 3 of Bid Document)
  • Contracts of Similar Size and Nature (Specific Construction Experience): Bidder’s participation as contractor, management contractor, or subcontractor, in at least one contracts within the last Five (05) years with a value of at least NRs. 6.99 million that have been successfully completed and that are similar to the proposed works. (As per 2.4.1 of Sec 3 of Bid Document)

Eligible Bidders can purchase the Bid Documents from Irrigation Development Division, Kathmandu up to 2017/05/24 by producing their Bidder’s registration and Tax Clearance Certificates up to 2072/73 during the Office Hours, and paying a non-refundable fee of NRs. 3,000/-. The Bidders in the form of Joint Venftire (JV) can also take part in the biding process. The qualifying criteria for each partner shall be as per the provision of the bidding document.
  3. Bids together with a Bid Security shall be delivered to Irrigation Development Division, Kathmandu on or before the deadline: 12:00 hours, 2017/05/25. Bid Security of NRs. 2,19,000/- shall be delivered as in the form of bank voucher deposited in the Account mentioned in the Bid Document or Bank Guarantee from a reputable Bank drawn in favor of Irrigation Development Division, Kathmandu, in the format supplied in the bid document or the form acceptable to the Division. Bid security shall be submitted along with the technical bid. Failure to submit the bid security with the technical bid shall be ground for declaring the bid non responsive. Bids shall be valid for a period of 90 days from the last date of submission of bids. Bid Security shall have a validity period of at least 120 days from the last date of submission of bids. A Pre-bid Meeting shall be held at Irrigation Development Division, Kathmandu, on 13:00 hours, 2017/05/16

  5. Technical Bids will be opened on 2017/05/25 at 12:30 PM in the presence of bidders representatives who choose to attend.
  6. After the completion of evaluation of Technical Bid, substantially responsive evaluated bidders will be invited to attend the opening of Price Bids. The date, time and location of opening of Price Bid shall be notified in writing and/or published in the national daily.
  7. If the last date of purchase, submission, and opening of Bid Documents falls on a government holiday, then it shall be extended to the respective next working day.
  8. The Employer reserves the right to accept or reject wholly or partly any or all of the bids without assigning any reason whatsoever.
