Invitation for Sealed Quotations

Date of Notice Publication: 18 April 2017 On behalf of following Rural Community Based Multi Use Solar Drinking Water projects, AEPC/NRREP invites sealed quotations (SQ) from registered suppliers for the Design, Supply, Installation, Testing and Commissioning of Transmission Pipeline and Electro-Mechanical System Rural Community Based Multi Use Solar Drinking Water Supply Project as per the required specifications mentioned.

1. Interested eligible bidders may obtain further information and inspect the Sealed Quotation (SQ) documents in English at the office of AEPC/NRREP. Khumaltar Height, Lalitpur Nepal during office hours.
2. Complete set of Bidding documents (SQ) in English may be purchased by eligible Suppliers/Bidders 18 April 2017 onwards on the submission of a Written Application, copies of Companv/Firm Registration and VAT Registration certificates and upon payment of a non-refundable fee of NRs. 1,000.00 for each task/package. The Sealed Quotation Documents shall be available for sale up to office hours till 3 May 2017.
3. Sealed Quotation for all tasks must be submitted to the above office (AEPC/NRREP) on or before 12.00 Noon on 4 May 2017. Documents received after this deadline shall not be accepted. The bidders are eligible to bid for single or multiple packages (tasks). Separate Bid Security amount should be submitted for separate task.
4. Bids (SQ) must be valid for a period of 45 days, counting from the day of SQ opening and must be accompanied by bid security, amounting as mentioned above which shall be valid for minimum 30 days beyond the bid validity period (i.e.. Valid up to 17 July 2017). The bid security shall confirm to the standard format as specified in the bid document.
5. If bidder wishes to submit the bid security in the form of Cash, the cash should be deposited in AEPC/NRREP’s Bank Account No. 01200105200581 at Everest Bank Ltd., Pulchowk, Lalitpur Branch and submit the original receipt of the deposited amount of cash along with the sealed bid (SQ).
6. Received Sealed Quotations shall be opened in the presence of Bidders’ representatives who choose to attend at as specified in above table at the office of AEPC/NRREP, Khumaltar Height, Lalitpur, Nepal. But nothing shall bar the opening of Bid (SQ) by the reason only that any bidder or its agent is not present. Bidder’s representative should come with authorization duly signed by the authority of firm at the time of bid (SQ) opening.
7. If the last date of purchasing, submission and opening falls on a government holiday then the next working day shall be considered the last day. In such case the bid validity and bid security validity shall be recognized with effect from the original bid submission deadline.
8. AEPC/NRREP & User Committee shall not be responsible for any costs or expenses incurred by bidders in connection with the preparation or submission of Bids. The bidders are advised to visit and assess the actual site conditions before submitting their bid (SQ).
9. AEPC/NRREP & User Committee reserves the right to accept or reject, wholly or partly any or all the Bids (SQ) without assigning any reason, whatsoever.
10. Those owners whose firm or company was blacklisted earlier with the provisions of Public Procurement Act, 2007 and if they have commcnccd business in the name of new firm or company are not allowed to participate in the Bid Proceedings.
