INVITATION FOR BID

  1. The government of Nepal has allocated funds towards the cost of the contracts decreed in Contracts Description Table (CDT) al end of this notice and intends to apply part of the funds to cover eligible payments under the contract for Construction of works in the following Projects, for which this tender invitation is issued.
  2. The Department of Irrigation (Dol), Western Regional Irrigation Directorate, Irrigation Development Division, Rupandehi, invites sealed bids from eligible bidders for the construction of following works.
  3. Eligible Bidders may obtain further information and inspect the bidding documents at the office of IDD, Rupandehi. Phone: 071 -521201 /071 -520238, Fax: 071 -521201 Or may be visit website: bolpatra.aov.np.
  4. A complete set of Bidding documents may be purchased from the following office by eligible bidders on submission of a written application along with the attested copies of company/linn registration certificate, VAT and PAN Certificates and income tax clearance certificate of the last 1. Y. 2072/073 or documentary proof of income tax statement submission, and upon payment of a non- refundable fee of bid as mentioned in CDT below until office hours on 2074/02/04.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s Website www.bolpatra.gov.np. Bidders, submitting their bid electronically, should deposit the cost (as specified above) of bidding document in Rajaswa (Revenue) account as specified below and the scanned copy (PDF format) of the Bank deposit voucher should be uploaded by the bidder at the time of electronic submission of the bids.

  1. Sealed bids must be submitted to the above office of at Irrigation Development Division, Rupandehi on or before 2074/02/05, 12.00 noon. Documents received after this deadline shall not be accepted. Alternatively, Bidders may submit their bid electronically through e-procurement section in website bolpatra.gov.no. within the above deadline for bid submission. The electronic bid submission system will automatically not accept e-submission of bid after the deadline.
  2. The Sealed Bids and the E-submitted bids will be opened in the presence of office representatives and bidder’s representatives who choose to attend at 13:00 hours on 2074/02/05 at the office of Irrigation Development Division.
  3. If the last date of purchasing, submission and opening of the bid falls on a government holiday, the next working day shall be considered as the last day.
  4. Bidders are requested to visit the site and assess the actual site conditions before submitting their bids on their own expenses.
  5. Any bidder may apply for the work either by himself or as a partner in joint venture. If joint venture documents are produced during purchasing the documents, the joint venture firm will be treated as s single entity and j/v partners need not purchase the set of documents separately.
  6. Pre-bid meeting shall be take place on 2074/01/22 at 1:00 PM at Irrigation Development Division, Rupandehi. The Bidder or his authorized representative is encouraged to attend the pre-bid meeting. The purpose of the meeting is to clarify any issue regarding the bid documents and to demonstrate the process of e-submission and opening of bids.
  7. In case of electronically submitted PDF files, the bidder shall submit original bid security, letter/documents and clarifications within 7 days from the last date of Bid submission. Bidders not submitting the above mentioned letters and document within the specified time shall be considered non-responsive.
  8. Any proposal with condition shall not be considered.
  9. Bidders may withdraw or modify its bids by sending a written notice in a sealed envelope, duly signed by an authorized.
  10. Irrigation Development Division, Rupandehi reserves the right to accept or reject, wholly or partly any or all of the bids without assigning any reason, whatsoever.
  11. The rates quoted by the bidder shall be exclusive of Value Added Tax (VAT) and have to be quoted both in figures and in words. In case

of ambiguity, the rates quoted in words shall prevail.

  1. I he conditions, processes and procedures not mentioned in this notice shall be as per bidding documents, prevailing Public Procurement Act, 2063 / Public Procurement Regulation, 2064 of Government of Nepal and working directives of Department of Irrigation.
