NOTICE FOR EXPRESSION FOR INTEREST (EOI)

Package 1: The detailed Engineering Survey of Ring Road for Budhi Gandaki Hydroelectric Project Reservoir in Gorkha for 60 Km.

Package 2: The detailed Engineering Survey of Ring Road for Budhi Gandaki Hydroelectric Project Reservoir in Dhading for 25 Km.

• Government of Nepal (GoN) has allocated fund from its own resources toward the cost of detailed survey of Ring Roadand demarcation of Reservoir in Budhi Gandaki Hydro Power Project (BGHP) and intends to apply a portion of this fund to eligible payments under the Contract for which this Expression of Interest is invited for National consulting service.
• The assignment will be split into two packages, namely package 1 Survey in Gorkha and package 2 survey in Dhading District for Ring Road.
• This EOI has been called to invite applications from interested firms or a joint Venture (jV) of firms each having minimum 10 years of experience in consulting business in detailed survey & design and construction supervision of Roads/Highways. The maximum number of JV partners shall not exceed three. Formation of association is also not allowed. Eligible interested applicants must provide the information in their submitting as instructed by the EOI document.
• Only those shortlisted will be invited to submit “Request for proposals (REP)”.
• Only one application per package from any firm or a joint venture of thereof shall be permitted. Firms are not allowed to enter into more than one joint venture whether in lead or as secondary partners.
• The scope of services for each package shall include but not be limited to:
• Detailed engineering survey of a two lane road largely based on previous studies and prepares a detailed survey design report and demarcation of reservoir.
• Consultant shall complete survey of all the remaining road length around Budigandaki reservoir.
• The services of the consultants are shall complete within 8^th month from agreements date.
• Interested consulting firms may obtain further information and EOI document free of cost at the address Office of the BGHP, Gandaki Gaupalika -08 ,Siurenitar Gorkha Nepal during office hours on or before the 15th day from the date of the first publication of the EOI.
• Duly completed and filled EOI shall be delivered address Office of to the BGHP Gandaki Gaupalika -08, Siurenitar Gorkha Nepal on or before the 1st day from the date of the first publication of the EOI notice by 16:00 hours local time. Submissions shall be made in two copies, one marked “ORIGINAL” and the other “Copy” in two separately sealed envelopes for each package. Each envelope shall also be marked “Expression of Interest (EOI) for Consulting Services: Detailed Survey for BGHP ring road.
• In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the deadline for submission of the duly completed EOI shall automatically be extended to the next working day and time. EOI received after the due date and time shall be considered late, summarily rejected and returned unopened.
• The EOI documents submitted by the applicants shall be evaluated on the basis of the approved evaluation criteria. The shortlisted consultants will be notified in due course of time for the submission of Technical and Financial Proposals based on the issued RFP. The selection and engagement of the successful applicant among the shortlisted consultants/jV shall be in accordance with the Quality and Cost Based Selection (QCBS/ method with 85:15 ratios for quality and cost and in accordance with the Public Procurement Act 2063 and Public Procurement Regulations 2064 of GON and BGHP Ring Road working policy and procedure.
• Three to six highest ranked firms or jV will be shortlisted and will be invited to submit the Request for Proposal (RFP).
