Invitation For Sealed Bids

Ministry of Urban Development – District Level Project Implementation Unit, Dhading (hereafter Kmployer) invites sealed bids from eligible and qualified bidders for the following building construction works

• Bidding will be conducted through NCB procedures in accordance with Single Stage-Two Envelope Bidding procedure. Under the Single-Stage. Two Envelope Procedure, bidders arc required to submit simultaneously two sealed envelopes, (i) One scaled envelope containing the technical bid and labeled “Technical Proposal” and (ii) The other sealed envelope containing Price Bid only and labeled as “Price Bid”. Both in turn enclosed in one sealed envelope as per the provision included in ITB 21 of bid document. The “Letter of Technical Bid” submitted with Technical Bid and the “Letter of Price Bid” submitted with Price Bid in separately sealed envelopes, must be signed by authorized signatory, failure to which may be ground for declaring the bid non-responsive.
• A complete set of Bidding Document may be purchased from the office of the Employer by interested bidders on submission of a written application, on or before Office hours of 2074/01/13 along with copy of company/firm registration/Vat registration/Tax clearance certificate for the FY 072/073, and upon payment of a non refundable fee (as mentioned above in the table).
• Any bidder who chooses to bid through electronic media (e-bidding) must upload the scanned copies of Bank Guarantee or voucher of cash deposit on account no. 1030203000001, Office Code No. 25-347-03 along with other electronic bid files with sign and seal in .pdf format in our website edudbc.gov.np, after depositing the bid document fee mentioned above, in the following revenue (Rajaswa) account / Code No. of the Employer:

The name of depositor in voucher of the cash deposit for the bidding document fee should be the name of the bidder/bidders ( in case of JV itself). If the name of the bidders and name of the depositor in the voucher differs or voucher is in the form of FAX transfer the bid shall be considered as non-responsive.

• Sealed Bids must be submitted to the Employer’s office on or before 12:00 NOON on 2074-01-14. All bids must be accompanied by Bid Security as specified in notice above on Account No. 1030203000001, Office code – 25-347-03 (MOUD-DLPIU Dhading) at Rastriya Banijya Bank, Banking office Dhadingbesi or from recognized “A” class bank. Total period of bank guarantee shall be 120 days after the last date of Bid submission.
• Bidders may withdraw or modify its bids by sending a written notice in a sealed envelope, duly signed by an authorized representative, and shall include a copy of the authorization in accordance with ITB 20.2 before 24 hours prior to the deadline for submission of bids.
• Pre-bid meeting shall be held at Employer’s office at 13:00 hours on 2074-01-06.
• The Technical Bids will be opened in the presence of Bidders’ representatives who choose to attend at Employer’s office immediately after the submission deadline at 13:00 hours on 2074-01-14.
• After the completion of evaluation of Technical Bid, substantially responsive evaluated bidders will be invited to attend the opening of Price Bids. The date, time and location of opening of Price Bid shall be notified in writing and/or published in national daily.
• Bidders who submit their bid electronically must submit hard copy of their bids within 7 days after the deadline of bid submission.

I 1. The Employer reserves the right to accept or reject, any bid and to annul the process and reject all bids at any time prior to contract award.

12. Other mandatory information shall be as per Public Procurement Act 2063 and Public Procurement Regulations 2064 (Amended).
