Initation for Bids for the Procurement of Plant Design, Supply, Installation, Testing and Commissioning of 220 AT substations at Inaiuwa. Basantapur. Baneshwar and Tuinlmgtar (Contract Identification No: KOSHI NEAKC-2)

  1. Government of Nepal has signed a DOLLAR CREDIT LINE AGREEMENT (CREDIT AGREEMENT) with Export-Import Bank of India for the purpose of financing infrastructure projects such as roads and power transmission in Nepal and Nepal Electricity Authority (Government of Nepal Undertaking) is the beneficiary for the construction of power transmission lines. NEA intends to apply a portion of the proceeds of this fluid for payments under the Contract for which this bid is invited.
  2. The Nepal Electricity Authority (NEA) now invites sealed bids for the “design, engineering, manufacture, testing at manufacturer’s works, transportation, unloading and delivery at site including insurance & storage, erection, testing and commissioning at site of referred contract. Competitive bidding will be conducted in accordance with the “Single-Stage, two envelope** Bidding Procedure. The Contract currencies will be in United States Dollar (USD) Only.
  3. The Bidder must be an Indian Firm entity or Joint Venture among Indian firms registered in India and/or incorporated/ established under any law in force in India and shall be in the business of EPC’ Turnkey contracts of construction of power transmission line/substations at least for 5 years prior to the bid opening. Failure to submit evidence of meeting such requirement of being an Indian Finn Entity shall result outright rejection of bid.

Only eligible bidders with the following key qualifications should participate in tliis bidding. In case of Joint ventures, each JY member should meet minimum 25%. lead member shall meet at least 409o and all members together shall meet 100% of the requirement;

  1. Minimum Average Annual Turnover of the last three consecutive years starting (2014/15. 2015/16 and 2016/17): 17 MUSD
  2. Financial resources to meet the project cash flow: 5 MUSD
  3. Minimum Work experience of similar size and namre that must have been executed within last ten years:
  4. At least 1 (one) contract of design, supply, installation, testing and commissioning of 220 kV or above voltage class AIS/GIS substations with a value of at least 22 MUSD

Or,

At least 2 (wo) contracts of design, supply, installation, testing and commissioning of 220 kV or above voltage class AIS/GIS substations each with a value of at least 11 MUSD.

Or,

At least 3 (three) contracts of design, supply, installation, testing and commissioning of 220 kV or above voltage class AIS/GIS substations each with a value of at least 7 MUSD.

  1. Have supplied, installed and commissioned tliree phase power/Auto transformers of 220 kV or above voltage class with aggregate capacity not less than 400 MVA.
  • Have supplied, installed and commissioned/integrated Substation Automation System (SAS) as per IEC 61850 in at least one 220 kV or above voltage substation.

Detailed qualification criteria of the bidder and sub-vendors (manufacturers/ subcontractor) are more elaborately described in the bidding documents. The construction period is 30 (thirty ) months from the date of contract effectiveness

  1. Interested Eligible Bidders may obtain further information and inspect the Bidding Documents at the address given below during office hours Sunday through Friday. Complete bidding documents are also posted on the NEA website nen. org.up for viewing, inspection only.
  2. A complete set of bidding documents may be purchased within office hours from March 4.2018 up to preceding day of last date of bid submission as specified in clause 7 below or any extension thereof by interested bidders 011 the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs. 20. 000.00 (In words. Nepalese Rupees Twenty Thousand only) or USD 200.00 ( hi words. US Dollars Two Hundred only) deposited in the NEA. Koshi Corridor 220 kV Transmission Line Project’s current Account No. 9701017500053 at Nabil Bank Ltd. Durbar Marg. Kathmandu or in the fond of draft drawn in favor of the Project. The document will be handed over to the bidder upon production of evidence of payment of the fee.

Bidders, who wish to receive the bidding document by post/courier, may send a request to the Employer with a payment of additional fee of USD 300.00 in a form of bank draft in favor of Koshi Corridor 220 kV transmission line project. NEA”. If so requested. NEA will send the document to the address requested by them. However, the Employer will not be responsible for delayed or 11011 delivery of the documents so sent.

  1. A pre-bid conference will be held at March 30. 2018 in the office of Koshi Corridor Transmission Line Project at Kharipati. Bhaktapur. Nepal to clarify to the bidders the exact scope of the work, the basic data available and other issues in accordance with relevant clause of the bidding documents. Further the Bidders are strongly advised to visit the site to acquaint themselves with terrain conditions and associated details of the locations of the proposed transmission line and substations before the submission of Bids.
  2. Sealed bids must be delivered to the address below 011 or before 12:00 Hrs Nepal Standard Tune on April 18. 2018 and must be accompanied by a bid security in the fonn of Bank’s Guarantee not less than 700.000.00 USD (Seven Hundred Thousand Unites States Dollar Only) or an equivalent amount in NRs or in INR which shall be valid for 30 days beyond the bid validity period. The source of exchange rate shall be the exchange (selling) rates as published by the Nepal Rastra Bank (urb.org.np) and the date for the exchange rate shall be the date 30 days prior to the date of bid opening. The bank guarantee shall be issued by a commercial bank in Nepal. If the bank guarantee is issued by a foreign bank, it shall be counter guaranteed by a commercial bank in Nepal. Bids shall be valid for the period of 150 days from the date of bid submission deadline. Late bids will be rejected.

Bids will be opened in the presence of the bidder or bidders’ representatives who choose to attend at the address below at 12:30 hrs Nepal Standard Time 011 April 18. 2018

If the specified date for last date of bid submission opening falls 011 a Government holiday then the same time 011 the next working day shall be considered for such events, hi such case the validity of bid security shall be considered from already specified last date for bid submission.

  1. The bidder shall bear all costs associated with the preparation and submission of its bid. and NEA will in 110 case be responsible or liable for these costs, regardless of the conductor outcome of the bidding process.
  2. NEA reserves the right to accept or reject any bid. and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidders) or any obligation to inform the affected bidders) of the grounds for NEA’s action.
