Re-Invitation for Bids for the River Training Works of Banganga River

1. The Government of Nepal /GoN/ has allocated funds or received a credit from /ADB/ towards the cost of Banganga River Training Project intends to apply part of the funds to cover eligible payments under the Contract for WIDPD 15/BAN-03/2073/074 for the Construction of Earthen embankment and Gabion Revetment. Bidding is open to all eligible Nepalese Bidders.

2. Water Induced Disaster Prevention Division (WIDPD) No.15, Gorusinge, Kapilvastu invites sealed bids or electronic bids from eligible bidders for the Construction of Earthen Embankment and Gabion Revetment Works for Banganga River under National Competitive Bidding procedures. Only eligible bidders with the following key eligibility criteria should participate in this bidding:-

Copies of Company/Firm Registration Certificate,Business Registration Certificate (Licence),’VAT Registration Certificate, Tax Clearance Certificate of fiscal year 2072/73 and Self Declaration Letter.

3. Eligible Bidders may obtain further information and inspect the Bidding Documents at the office of Water Induced Disaster Prevention Division No.15, Gorusinge, Kapilvastu , Telephone No. 076-545195, 076-545196, Fax No.-076-545195 and email dir 15.dwidpCa.email.com or may visit PPMO website www.bolpatra.gov.np.

4. A complete set of Bidding Documents may be purchased from Water Induced Disaster Prevention Division No.15, Gorusinge, Kapilvastu by eligible Bidders on the submission of a written application, along with the copy of company/firm registration certificate, and upon payment of a non-refundable fee of mentioned in the Table below till 2073/12/29. If so requested, the Bidding Documents can also be sent by post/courier services upon payment of additional cost of NRs. 3000.00 per Bid as mentioned below. However, the Employer will not be responsible for delay or non-delivery of the documents so sent.

Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s Web Site www.bolpatra.gov.np. Bidders, submitting their bid electronically, should deposit the cost(as specified above) of bidding document in the Project’s Rajaswa (Revenue) account as specified below and the scanned copy (pdf format) of the Bank deposit voucher shall be uploaded by the bidder at the time of electronic submission of the bids. 5. Pre-bid meeting shall be held at WIDPD No.15, Gorusinge, Kapilvastuat 10lh day from the first date of the publication of this notice at 1:00 PM.

6. Sealed or electronic bids must be submitted to the office WIDPD No.15, Gorusinge, Kapilvastu by hand/courier or through PPMO website www.bolpatra.gov.np. on or before 12:00 PM on 2073/12/30. Bids received after this deadline will be rejected.

8. Submitted bids will be opened in the presence of Bidders’ representatives who choose to attend at 1:00 PM on 2073/12/30 at the office of WIDPD No.15, Gorusinge, Kapilvastu. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in .pdf format in case of e-bid, amounting to a minimum of NRs. as stated in the Table below which shall be valid for 30 days beyond the validity period of the bid.

9. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.

10. Processing of the Bidding Documents will be carried out as per Public Procurement Act, 2063 and Public Procurement Regulation, 2064.

11. WIDPD No. 15, Gorusinge, Kapilvastu reserves the right to accept or reject any Bid fully or partially and to annul the bidding process at any time without giving any reason what so ever. Conditional Bid will not be entertained.

12. The office will not be responsible for any expenses incurred by the bidders in connection with the preparation and delivery of bids including site visit expenses.

13. All the relevant documents (original/attested) pertaining to qualification should be submitted along with the Bid. Failure to meet the qualification criteria would lead to non-approval of the Bid.

14. Hard copy of the e-submitted bids should be submitted to the Division Office within 7(Seven) days after the opening of bids. The bidder failing to do so shall not be included in the evaluation process.

15 The item rates without VAT, in Nepalese currency shall be quoted in words and figures. If there exists any discrepancy between the rates in words and figures, the rates in words will govern.

16. Matters not mentioned in this notice will be in accordance with the prevailing rules and regulations of Government of Nepal.
